Disbursement of important projects in the transport sector reached 23.5% of the assigned capital plan.

Although the obstacles in implementing important national projects in the transport sector have been basically resolved, the capital disbursement rate is still low. Accordingly, a number of solutions have been proposed to continue to resolve them, helping to improve the disbursement rate of projects in this sector.

According to the report from the Ministry of Finance , ministries, agencies and localities have allocated in detail all 12/12 important national projects in the field of transport with a total capital of 100,137.1 billion VND; of which, the central budget capital is 84,889.6 billion VND; the local budget capital is 15,247.5 billion VND. The Ministry of Finance has promptly approved the budget to ensure capital for the projects.

Under the strong direction of the Prime Minister, Deputy Prime Minister, Ministry of Construction , localities, investors, contractors, and people have made efforts, proactively implemented, and overcome difficulties to speed up the construction progress of projects and achieved relatively clear progress.

Accordingly, for projects scheduled for completion in 2025, site clearance has been basically completed; some local problems (receiver roads, high-voltage electricity) do not significantly affect the construction progress. Regarding the supply of construction materials, it has been basically resolved; for projects in the Mekong Delta region, the provinces have reviewed and arranged sufficient supply.

Ministries, agencies and localities have allocated detailed budgets for all 12/12 important national transport projects with a total capital of VND100,137.1 billion. The Ministry of Finance has promptly approved the budget to ensure capital for the projects.

However, according to a report from the Ministry of Finance, by July 31, 2025, the total disbursed capital of 12 important national projects in the transport sector was VND 22,579.5 billion (of which, the central budget capital was VND 20,057.3 billion, reaching 23.6%; local budget capital was VND 2,522.2 billion, reaching 22.3%), reaching 23.5% of the assigned plan, lower than the average disbursement rate of the whole country (46.3%).

To ensure the disbursement rate as directed by the Government , some difficulties affecting disbursement results have been pointed out for further resolution.

Specifically, according to the Ministry of Finance, although legal regulations related to mineral and land management have been revised, promulgated or applied according to specific mechanisms permitted by the National Assembly, the implementation process still has problems that need to be further improved, amended and promulgated for unified and synchronous application.

Some new projects have just started but the initial implementation progress is still slow. It is necessary to develop a specific plan, learn from experience in implementing projects in the past to overcome difficulties and obstacles and speed up in the coming time.

Local authorities have not been proactive in resolving difficulties and obstacles in site clearance, thoroughly handling complaints, especially regarding residential land, livelihoods, customs and habits of the people; strictly handling the phenomenon of people obstructing construction within the handed-over site. Some provinces have not completed the handover of rest stop sites of the North-South Expressway project in the East.

Some projects are scheduled to be completed in 2025, but the volume is still large while the rainy season comes earlier than usual and is expected to last longer, affecting the implementation of construction, potentially causing risks of delay in completion according to plan, requiring extraordinary efforts, close supervision, and flexible management to ensure the plan to complete 3,000 km of expressway, especially component projects 3 and 5 of Ho Chi Minh City Ring Road 3, component projects 1 Bien Hoa - Vung Tau, Tuyen Quang - Ha Giang.

In addition, currently, a number of important national projects no longer need capital (projects that are accelerating implementation progress and are expected to be completed in 2025 have a surplus compared to the total investment due to cost savings after bidding, settlement value, and contingency costs), leading to not fully using the allocated capital plan for 2025, typically: The North-South Eastern Expressway Project for the 2017-2020 period (estimated plan for 2025 is about 1,000 billion VND); The North-South Eastern Expressway Project for the 2021-2025 period (surplus capital plan for 2025 is about 3,000 billion VND)... This entire remaining capital plan is currently awaiting procedures to be adjusted and supplemented for the Lao Cai - Hanoi - Hai Phong Railway Project; after the supplement is completed, the overall disbursement rate of the Ministry of Construction will be improved./.
