Research data from the Vietnam Real Estate Market Research and Evaluation Institute (VARS IRE) shows that, in recent times, housing supply has continuously decreased and then gradually recovered in the past 2 years, but the product structure is increasingly unbalanced, especially with a serious shortage of segments that meet the affordability of the majority of people.

Specifically, housing supply reached nearly 180,000 products in 2018, but decreased to more than 48,000 products in 2022. Starting from 2023, supply showed signs of recovery, with more than 65,000 new products in 2024 and 51,000 new products in the first 6 months of 2025 alone.
According to statistics, within just three years since the project was implemented, the market has recorded positive signals. Statistics from the Ministry of Construction show that, to date, the country has 692 social housing projects being implemented with a scale of 633,559 units, of which 146 projects have been completed, with a scale of more than 103,000 units; 144 projects have started construction and are being implemented with a scale of more than 127,000 units; 402 projects have been approved for investment policy, with a scale of more than 400,000.
Thus, the number of completed, started, and approved investment projects by 2025 reached 59.6% of the target set in the Project of 1 million social housing apartments.
Notably, the number of completed social housing units has accelerated sharply. In the first 7 months of 2025 alone, the whole country has completed 36,862 social housing units. Although only 37% of the target for the whole year 2025 has been achieved, this result is equal to more than 80% of the result for the whole year 2024 and more than 7 times higher than in 2022. At the same time, 9/31 localities assigned the target of building social housing in 2025 are likely to complete and exceed the set target.
Of the 250 projects that were launched on August 19 to celebrate the 80th anniversary of National Day, there were also 22 social housing projects. The speed of project implementation is many times faster than the previous period thanks to a series of policies promoting social housing development from the determination of the Party, State, Government, Prime Minister and the increasingly strong participation of localities and enterprises in making social housing a strategic development segment.
On that basis, the Vietnam Real Estate Market Research and Evaluation Institute (VARS IRE) believes that the project implementation speed will continue to be maintained, moving towards completing the plan to build 100,000 social housing units in 2025 and creating momentum for the project's goals by 2030.
