According to the forecast from September 9 to the night of September 10, in the mountainous and midland areas of the North (including Bac Ninh province), there is a possibility of widespread heavy rain with common rainfall of 70-150mm, locally over 300mm in some places. Heavy rain is likely to cause flooding in low-lying areas, urban and industrial areas; flash floods on small rivers and streams, landslides on steep slopes.

To proactively respond, the Department of Agriculture and Environment recommends that agencies, units and localities closely monitor forecasts and warnings about heavy rain, risks of flooding and landslides; provide appropriate and complete information to villages, hamlets, residential groups, businesses and people to proactively prevent.
Mobilize the commune-level shock force to inspect and review residential areas along rivers, streams, low-lying areas, and areas at risk of flooding, flash floods, and landslides to proactively clear the flow of blocked areas. Organize the evacuation of people to safe places, especially areas that have experienced heavy rain in recent days.

Deploy forces to guard, control, support, and guide traffic safety for people and vehicles, especially at culverts, deep flooded areas, fast-flowing water, ferry piers across rivers, and areas where landslides have occurred or are at risk of landslides. Resolutely do not allow people and vehicles to pass through dangerous areas if safety is not ensured, and do not allow unfortunate human losses due to carelessness and subjectivity. Arrange forces, materials, and vehicles to overcome incidents, ensuring smooth traffic on the province's main traffic routes when heavy rain occurs.
Strengthen inspection, control, and implementation of measures to ensure safety of key works and works under construction, especially dike locations that have had incidents and small reservoirs that are full of water. Arrange a permanent force to operate and regulate reservoirs and be ready to handle situations.
Direct the review of the canal, sewer, and drainage system, carry out clearance and dredging of water flows, proactively pump and drain buffer water to protect agricultural production, prevent flooding in industrial zones, clusters, urban areas, and people's lives. Prepare forces and means for rescue when required.
Provincial newspapers, radio and television stations increase information about heavy rain developments to localities, businesses and people so that they know and proactively apply preventive measures. Agencies and grassroots units, according to their functions and tasks, seriously organize on-duty shifts and regularly report to the Department of Agriculture and Environment as prescribed.
