Immediately after the arrangement and streamlining of the two-level local government apparatus, along with maintaining commune transaction points to help people conveniently learn about and access policy credit sources, the City Social Policy Bank quickly coordinated with associations and organizations in newly established wards and communes to promote preferential loan entrustment activities. This timely intervention helped ensure that policy credit activities were not interrupted, while enhancing the role of socio -political organizations in managing and expanding policy credit, contributing to economic development and sustainable poverty reduction.
Ms. Le Thi Thu Van, Trung Thon Savings and Loan Group, Kim Tra Ward, said that maintaining commune transaction points as well as maintaining coordination support work helps people access policy credit more easily. From there, the role of groups and associations is also better promoted in the current period.
Recently, the City Social Policy Bank and commune-level socio-political organizations have signed a joint document on the implementation of lending entrustment for poor households and other policy beneficiaries. Accordingly, the City Social Policy Bank entrusts the Farmers' Association, Women's Union, Youth Union, etc. to carry out preferential lending operations to the right beneficiaries. This process helps people access capital easily, saving time and travel costs; at the same time, mobilizing the combined strength of the entire political system to implement the Government 's credit programs and policies.
Mr. Nguyen Hoang Anh Tuan, Deputy Director of the City People's Credit Bank, said that credit entrustment activities are an important capital channel, bringing the Government's preferential capital to the right beneficiaries, contributing to the successful implementation of sustainable poverty reduction goals and ensuring social security. The review and re-signing of the entrustment contract not only demonstrates the consensus and determination between the People's Credit Bank and socio-political organizations, but also creates a basis for strengthening coordination and promoting the effectiveness of policy credit in the new period.
Currently, the coordination between banks and organizations and unions is carried out quite closely from the stages of propaganda, evaluation, and document preparation to post-lending inspection and supervision. After the merger of administrative units and the transition to a two-level local government model, socio-political organizations continue to promote the role of community supervision, proactively mobilizing social resources to supplement capital sources, and provide more support to policy beneficiaries. As of June 30, 2025, the entire branch had a total outstanding loan balance of VND 5,240,935 million, of which the entrusted loan balance reached VND 5,157,135 million, accounting for 98.40% of the branch's total outstanding loan balance.
Improve the quality of trust operations
According to Mr. Nguyen Hoang Anh Tuan, along with the signing of the agreement to create a foundation for effective implementation of the trust activities, the VBSP also promotes communication work, promptly disseminating the Government's new credit policies for poor households and other policy subjects. Training and professional development are focused on the trust agreement document, new credit policies, loan assessment skills, inspection, supervision, debt collection urging, etc.
In just the first 6 months of the year, the branch coordinated with 4 socio-political organizations to organize 87 professional training courses for commune-level socio-political organization officials and group management boards, with a total of 2,846 participants.
The branch also focuses on directing and closely monitoring the handover and receipt of files and documents related to the entrusted activities between commune-level socio-political organizations during the process of administrative unit arrangement. Requesting commune-level associations to send representatives to attend meetings, supervise transaction sessions, and guide customers during transactions; regularly monitor and evaluate the quality of activities of the groups; review and urge the collection of risky debts, and at the same time inspect and propose handling in accordance with regulations.
Through the association organization system, in the first 6 months of 2025, policy credit capital has promptly reached nearly 18,800 poor households and other policy beneficiaries, with a total disbursement amount of over 1,242 billion VND, contributing to helping many households have conditions for economic development and stabilize their lives. Thereby contributing to localities to effectively implement the goals of hunger eradication, poverty reduction and sustainable development. |
