Hanoi increases waste collection fees 7 times: Need to calculate correctly and sufficiently

Hanoi is proposing to increase waste collection fees by 7 times the current level and collect them per capita. A representative of the Ministry of Agriculture and Environment suggested that the principle of calculating correctly and fully should be followed.

On September 4, at a press conference of the Ministry of Agriculture and Environment , the issue of household waste treatment was raised when the whole country generates nearly 70,000 tons of household waste every day, with Hanoi and Ho Chi Minh City alone accounting for 23%. Although the overall treatment rate is 91%, the actual cost is far exceeding the current collection fee.

According to Hanoi's proposal, the fee for collecting household waste will increase sharply from 2025. Specifically, the current collection rate of 6,000 VND/person/month in wards and 3,000 VND/person/month in communes will increase to 21,000 VND from 2025, continuing to increase to 43,000 VND in 2026, which is 7 times higher than the current rate.

In 2024, Hanoi will only collect nearly 568 billion VND in garbage fees, while the cost of treatment and collection will be about 2,300 billion VND. Compared to many localities, Hanoi's current collection rate is significantly lower, while Ho Chi Minh City has applied 84,000 VND/household/month.

At the press conference, a number of opinions from the people were raised. Most of them said that this calculation method was unfair because each family generated waste at a different level. Mr. Ho Kien Trung, Deputy Director of the Department of Environment, said that in the world , there are many models of charging fees based on volume, weight or amount of water and electricity consumed. According to him, the proposal to charge garbage collection fees per capita that Hanoi proposed is also a calculation method, but it is necessary to ensure the principle of calculating correctly and sufficiently with the amount of waste generated.

Among household waste, organic waste from food currently accounts for 60% but has not been effectively treated. The Ministry of Agriculture and Environment encourages localities to coordinate with businesses to utilize this source to produce biomass electricity and organic fertilizer.

Chairing the press conference, Deputy Minister Phung Duc Tien admitted that the problem of waste treatment technology remains difficult, even for localities with financial potential. Mr. Phung Duc Tien proposed to soon support localities to access modern technology, and at the same time adjust the unit price of waste treatment to create motivation for businesses to participate.
