Educational breakthrough from Resolution No. 71

Resolution No. 71/2025 of the Politburo on breakthroughs in education and training (ET) development opens a period of strong transformation, placing education at the center of national development. Along with the whole country, the education and training sector of Khanh Hoa also faces great opportunities to innovate, build a foundation to turn the province into a center of science, technology, innovation and training of high-quality human resources. Regarding this issue, reporters of Khanh Hoa Newspaper, Radio and Television interviewed comrade Vo Hoan Hai - Member of the Provincial Party Committee Standing Committee, Director of the Department of Education and Training.

- According to you, what is the significance of Resolution No. 71 for the development of education in the country in general and Khanh Hoa province in particular?

- Resolution No. 71 is a historic document with a new strategic vision, continuing the spirit of Resolution No. 29/2013 of the Party Central Committee on fundamental and comprehensive innovation of education and training, meeting the requirements of industrialization and modernization in the context of a socialist-oriented market economy and international integration. The Resolution emphasizes that education and training is the top national policy, a key driving force to enhance national competitiveness, and affirms the need to create breakthroughs in educational development. For Khanh Hoa, Resolution No. 71 creates conditions for synchronous implementation with Resolution No. 09 of the Politburo on building and developing Khanh Hoa province to 2030, with a vision to 2045. Accordingly, education and training is the foundation for forming high-quality human resources in key areas such as marine economy, tourism, technology, renewable energy, and innovation.

- Based on Resolution No. 71, in your opinion, what are the areas identified as breakthroughs in the province's education and training development?

- Resolution No. 71 clearly states that a breakthrough in education and training development must start from innovation in thinking, awareness and institutions. Therefore, it is necessary to first innovate awareness, thinking and action, creating strong political determination to develop comprehensive education in the province. At the same time, it is necessary to perfect institutions, mechanisms and specific policies for education. The implementation of a policy of preferential allowances of at least 70% for teachers, 30% for staff and 100% for teachers in extremely difficult areas, border areas and islands in the spirit of Resolution No. 71 is one of the important steps. Along with that, the provincial education and training sector will focus on building a team of teachers, consolidating school facilities for preschool and general education; promoting digital transformation; upgrading university education to create a breakthrough in training high-quality human resources.

Based on Resolution No. 71 and documents of the Central Government on education and training development, recently, the Department of Education and Training has submitted a document to the Provincial People's Committee to advise the Provincial Party Committee Standing Committee to issue a Resolution on the Education Development Strategy of Khanh Hoa Province to 2035, with a vision to 2045 and the Project on Building and Improving the Quality of Teachers and Educational Managers for the 2025-2030 Period. Accordingly, the province will develop a roadmap for the development of preschool, general, continuing, vocational and university education, focusing on promoting the specific advantages of the locality compared to other provinces and cities in the region; at the same time, set out specific, breakthrough goals, tasks and solutions to develop in line with the educational trends of the region and the whole country and gradually approach international trends.

- What are your expectations for the position and appearance of the province's education in the coming years when Resolution No. 71 comes into effect?

- Khanh Hoa province is a locality that has received attention from the Central Government, issuing many specific mechanisms for development, including education and training. The province has a system of nearly 800 schools from kindergarten to high school, with over 25,000 cadres and teachers; the quality of comprehensive education is maintained stably, and key education is focused on. By the end of 2024, the whole province will have 2 universities and 3 colleges that have met quality accreditation standards. However, there are still many difficulties such as: degraded facilities in some places, local shortage of teachers, uneven education quality between localities, limited streaming after junior high school and high school...

The goal that the provincial education and training sector aims for is to improve the quality of comprehensive education at all levels. In particular, preschool and general education are the foundation for personality formation, development of learners' qualities and capacities; vocational education plays a key role in developing a highly skilled workforce; university education is the core for developing highly qualified human resources and talents, promoting the development of science, technology and innovation. The province has oriented to improve the training quality of Khanh Hoa University, closely linking with training and scientific research institutions in the area; at the same time, investing in and developing Nha Trang University to become a multi-disciplinary regional university with high prestige and influence in the South Central region, striving to be among the leading groups in marine science, technology and fisheries in Southeast Asia. In addition, the province will build a public college to become a regional center for high-quality vocational training and practice; At the same time, encourage the establishment and development of branches and training facilities of prestigious domestic and international universities to meet the human resource needs for socio-economic development.

I expect that in the next 10 years, the province will form a synchronous and modern education and training system, capable of providing high-quality human resources, especially in the fields of marine economy, tourism, technology and innovation. This is also the period when Khanh Hoa shapes its position as the leading prestigious education and training center in the South Central region as well as reaching the whole country. In the vision of the next 15 years, the province aims to become a national education and training center, deeply integrated with the region and the world, directly contributing to building the province into a center of science, technology and innovation of the whole country.

The greatest expectation of Khanh Hoa education is not only to train high-quality human resources but also to nurture generations of global citizens, meeting the requirements of sustainable development of the country in the new era.
