Inspecting the implementation, disbursement of public investment capital and operation of two-level local government

On the afternoon of September 3, Working Group No. 2 led by Comrade Nguyen Le Huy, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, worked with 5 wards: Thai Binh, Tra Ly, Tran Hung Dao, Tran Lam and Vu Phuc to inspect the implementation and disbursement of public investment capital and the results of operating the 2-level local government model.

Comrade Nguyen Le Huy, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee spoke at the inspection session.

According to the report, the wards were assigned by the Provincial People's Committee to be the investors and managers of nearly 100 projects. However, in the process of implementing and disbursing public investment capital, localities encountered many difficulties, mainly related to compensation, site clearance, resettlement, verification of residential land conditions, compensation unit prices, etc. Some projects were previously supported by the District People's Committee but have not completed the transfer procedures to the old commune level. In addition, construction at some projects was affected by the high price of construction materials, leading to the disbursement rate of public investment capital not reaching expectations.

Regarding the operation of the two-level local government, in general, the apparatus at the wards has been operating stably. However, there are still some problems in the process of handling administrative procedures for people and businesses due to the lack of consistency and synchronization in the system of guiding documents. Information technology infrastructure and shared software are deployed slowly; the qualifications and capacity of staff among departments are not uniform.

At the meeting, delegates focused on discussing and proposing many solutions to speed up the implementation and disbursement of public investment capital; at the same time, remove difficulties in organizing and effectively operating the 2-level local government model.

In his concluding remarks, Mr. Nguyen Le Huy, Vice Chairman of the Provincial People's Committee, acknowledged the efforts and positive changes of the wards in overcoming difficulties, gradually ensuring the stable and effective operation of the two-level local government apparatus.

Regarding the organization and operation of the two-level local government model, he suggested that localities continue to organize training courses to improve information technology application skills for cadres and civil servants; at the same time, review, arrange and mobilize personnel between departments in a scientific and reasonable manner, well meeting task requirements.

Regarding the implementation and disbursement of public investment capital, he requested localities to focus on urging contractors to speed up the construction progress of projects; proactively coordinate with functional agencies in compensation, site clearance, resettlement, etc. The opinions and recommendations of the wards will be compiled and reported by the Provincial People's Committee Office for consideration and direction.
