According to statistics from the Department of Home Affairs, the province currently has 4,698 civil servants and 42,959 commune-level officials. At the request of communes and wards, the Department of Home Affairs has so far transferred 9 cases from surplus communes and wards to communes and wards with shortages; seconded 18 cases with suitable expertise from officials of the Public Service Supply Center to work in civil servant positions. In particular, 20 cases with in-depth expertise in the field of construction and land management have been transferred from provincial-level units to communes and wards, with a transfer period of 1 year. Basically, the transferred and seconded cadres have all caught up with the new tasks, actively contributing to the implementation of professional tasks in the locality.

Comrade Nguyen Dinh Khang, Deputy Director of the Department of Home Affairs, said: “Based on local needs and the wishes of civil servants and public employees, the Department of Home Affairs arranges, mobilizes, and secondes cadres according to the motto of both meeting job requirements and facilitating the travel process for those mobilized and seconded. Thanks to that, in the first days of approaching work in communes and wards, civil servants and public employees can promote their capacity and strengths, and perform well the assigned tasks.”
As soon as he was assigned from the Bac Ninh Road Maintenance Board (Department of Construction) to the Economic - Infrastructure and Urban Department of Tu Lan ward, Mr. Nguyen Van Hoan quickly adapted to his new task. Along with reviewing all 25 completed projects in the area to complete the settlement documents, Mr. Hoan is researching and consulting on the construction of 8 projects that need to be focused on during this period, mainly investing in school facilities, dredging, upgrading sewers, pumping stations, etc. Comrade Do Quang Canh, Head of the Economic - Infrastructure and Urban Department of Tu Lan Ward said: "After operating the 2-level local government, the department was staffed with 10 staff, of which only 2 staff came from the district's professional agencies. The workload is large, so the old commune-level staff and civil servants cannot keep up with the requirements of the task. With the addition of people with deep expertise in the fields of construction and project management, we have overcome the shortage of human resources and improved the quality of performing professional tasks."

The whole province currently has 38 communes and wards that are requesting to second civil servants and public employees from surplus communes and wards and from provincial-level units, especially civil servants with deep expertise in the fields of: Construction, land management, information technology, finance, education, health... Recorded in Trung Kenh commune, because the commune People's Committee only has 9/50 cadres and civil servants transferred from district-level specialized agencies, the commune is currently lacking 5 civil servants and public employees in the fields of: Agriculture and environment, land, education and health.

Some wards and communes such as Nenh, Gia Binh, Tam Giang, Trung Chinh... also lack officials with deep expertise in land and construction. Comrade Vu Van Hao, Chairman of the People's Committee of Trung Chinh commune, said: "Although the commune has 3 land and construction officials from the communes before the merger, because most of them have other expertise, the reception of work transferred from the district level is limited and does not meet the requirements. Up to now, the commune has not completed any documents to issue land use right certificates according to decentralization."
In order to improve the efficiency of the operation of the two-level local government, on August 13, 2025, the Standing Committee of the Provincial Party Committee issued Conclusion No. 12-KL/TU on the policy of managing and using the payroll when merging and consolidating the province. Implementing the direction, up to now, many localities have reviewed and mobilized internally, ensuring the motto of "finding people for work". On August 22, the Standing Committee of the Party Committee of Nenh Ward decided to mobilize and second 5 officials with expertise in land, culture and society from the Party and mass organizations to the specialized agency of the government. “In order to avoid too much disruption, the mobilization and secondment will be carried out according to the principle that communes self-review and mobilize internally. Then, surplus civil servants and public employees will be seconded from communes and wards (with the same district-level administrative unit before the merger) to communes and wards with shortages. If there is still a shortage, the Department of Home Affairs will mobilize and second civil servants and public employees from provincial agencies to the grassroots level, with the goal of best serving the needs of the people,” added comrade Nguyen Dinh Khang.
