Economy maintains growth momentum

Regarding the socio-economic situation, Mr. La Phuc Thanh, Director of the Department of Finance, said that in August and the first 8 months of 2025, Hue continued to maintain positive growth momentum in many areas, from services, industry, agriculture to culture and society.

Notably, the tourism industry recorded a strong breakthrough. In August, the number of visitors decreased by 14.8% compared to the previous month, but still increased by more than 50% compared to the same period. In the first 8 months, Hue welcomed about 4.6 million visitors, an increase of 68% compared to the same period, of which international visitors reached 1.3 million. Tourism revenue is estimated at VND 8,750 billion, an increase of 57% compared to the same period.

Exports also improved with an 8-month turnover of nearly 974 million USD, up 22.9% over the same period and reaching 68% of the plan. On the other hand, imports reached 795.4 million USD, up 16.7%. Total retail sales of goods and services are estimated at 43,200 billion VND, up 14.8%. Capital mobilization and credit balance both increased, bad debt remained low at 1.4%.

The industrial production index (IIP) in the first 8 months increased by 17.8%, with the bright spot being the manufacturing and processing industry increasing by 16.8%. Some products grew remarkably such as automobile production (8 times), electricity production (up 56.3%)... However, some products faced difficulties such as beer, frozen shrimp, and cement, all of which decreased in output.

In agriculture, the summer-autumn crop basically ensures progress; the total herd of livestock and poultry both increase...

According to Mr. La Phuc Thanh, the total social investment capital in the first 8 months reached more than 24,000 billion VND, an increase of 12.1%. The city has granted 35 new projects, including 9 FDI projects, with a total registered capital of 32 million USD. The number of newly established enterprises increased by nearly 30%, with registered capital 3.8 times higher than the same period last year. Notably, many key projects with a total capital of more than 5,284 billion VND have started construction and been inaugurated.

Regarding the budget, revenue in the first 8 months reached VND9,624 billion. Budget expenditure is estimated at VND11,483 billion. Disbursement of public investment capital is considered a bright spot, reaching 67.8% of the plan, higher than the national average.

Mr. La Phuc Thanh commented: “The socio-economic picture of the past 8 months shows that Hue is recovering and developing strongly. The city will continue to focus on removing difficulties, promoting production and business, disbursing public investment and improving people's quality of life in the last months of the year.”

Many recommendations need to be removed

Discussing at the meeting, leaders of communes and wards provided more specific information about the situation in various fields, and at the same time proposed and recommended a number of related issues.

Among them, the outstanding situation is the backlog of administrative records, especially in localities with a large volume of work. Localities have proactively developed a roadmap for resolution, but still need support from specialized agencies to speed up progress, especially in the fields of land, planning, and site clearance.

The problem of teacher shortage is emphasized by most localities, directly affecting the assurance of teaching and learning programs.

In the socio-economic field, many opinions proposed supporting the restoration of agricultural and livestock production affected by natural disasters and epidemics; at the same time, it was proposed to promptly adjust the budget allocation for the last 6 months of the year to suit the 2-level local government model...

Some localities also raised issues regarding public asset management, conversion of agricultural land use to residential land, as well as the need for social housing for workers in the Chan May - Lang Co Economic Zone. In addition, issues such as decentralization of market management, speeding up the progress of traffic projects, adding staff to wards, ensuring preschool classrooms, etc. were also mentioned.

The meeting is connected to the bridge points of communes and wards.

Chairman of the City People's Committee Nguyen Van Phuong acknowledged and highly appreciated the efforts of the communes and wards in implementing the tasks in the past time. Mr. Phuong affirmed that most of the recommendations from the grassroots were reasonable, the city will accept and soon have solutions to remove them, especially the outstanding difficulties related to budget allocation, management and investment of projects.

Regarding agricultural production, Mr. Nguyen Van Phuong noted that localities need to urgently harvest ripe rice, increase the application of biological farming models to prevent diseases, especially African swine fever, and change traditional farming practices that have many potential risks. Regarding education, the education sector has a plan to organize public and transparent recruitment to overcome the shortage of teachers. The city will recruit about 50 additional civil servants at all levels in the coming time.

Regarding the conversion of agricultural land use to residential land, it is necessary to carefully consider specific conditions, ensuring compliance with planning and legal regulations.

Chairman of the City People's Committee Nguyen Van Phuong emphasized that Hue is currently one of the leading provinces and cities in the country in terms of indicators for operating the two-level local government model. This success demonstrates the capacity and initiative of the grassroots staff, contributing to the smooth and effective operation of the apparatus.

Concluding the meeting, Chairman of Hue City People's Committee Nguyen Van Phuong assessed that the basic indicators all supported the annual target. In the field of culture and society, Hue completed the elimination of temporary and dilapidated houses ahead of schedule, demonstrating the determination and strong participation of the entire system. Education recorded many positive points. National defense and security were maintained, events took place in absolute safety; traffic order and safety had many positive changes. However, Chairman of the City People's Committee Nguyen Van Phuong also frankly acknowledged that there were still many difficulties that needed continued efforts to be resolved.

“From now until the end of the year, the city will host many meaningful cultural and social events, requiring careful preparation. Departments, branches and localities also need to pay attention to the 10% growth target for the whole year, so they need to closely follow the progress, actively support projects, especially focusing on disbursing public investment capital. Urgent and outstanding issues must be handled promptly, decisively and effectively,” Mr. Phuong emphasized.
