Checking the disbursement of public investment capital and operation of two-level local government

Comrade Pham Van Nghiem, Vice Chairman of the Provincial People's Committee, Head of Working Group No. 5 of the Provincial People's Committee spoke at the inspection session.

At the inspection, localities reported specifically on the progress of site clearance for projects managed by the Central and the province in the area; the progress of implementing projects assigned by the Provincial People's Committee as investors and managers; the implementation status of projects managed by the commune and the plan to implement tasks in the coming time.

Regarding the operation of the two-level local government, the commune leaders reported on the situation of facilities and working offices; the processing of archival documents; the payment of benefits to social policy beneficiaries; the operation of receiving and handling administrative procedures at the commune-level public administration service center; the security and order situation; the work of receiving people, handling petitions, complaints and denunciations; and at the same time, made a number of recommendations and proposals to perfect the two-level local government model, ensuring smooth and effective operations.

In his concluding remarks, Comrade Pham Van Nghiem, Vice Chairman of the Provincial People's Committee, acknowledged and commended the efforts and sense of responsibility of localities in overcoming initial difficulties, ensuring that the operations of local governments at two levels gradually become orderly and stable.

He requested that the communes assigned as investors need to review and clearly identify the nature of each project, assign specialized departments to study the documents, advise on implementation plans and promptly report and propose solutions to handle difficulties and problems; at the same time, determine the order of priority to focus on implementation, continue to promote site clearance work, and ensure overall progress.

Regarding facilities, communes need to continue to review and reasonably arrange working offices, strengthen coordination between specialized departments and public administration service centers to ensure stable operating conditions for local governments at two levels. In addition, it is necessary to focus on training and improving the professional qualifications of cadres and civil servants; promote a sense of responsibility, initiative, and determination to successfully complete assigned tasks.
