The delegation conducted a field survey at the Dong Nai Provincial Public Administration Service Center and the Bien Hoa Ward Public Administration Service Center.
The delegation listened to the representative of the Department of Science and Technology of the province report on the organization and implementation of the division of authority, decentralization, and delegation of authority according to Decree No. 132/2025/ND-CP of the Government and circulars on the division of authority and delegation of authority to local authorities at 2 levels in Dong Nai province.

According to the provincial Department of Science and Technology, recently, the department has advised the provincial People's Committee to announce 125 administrative procedures that have been decentralized, delegated and assigned to localities; advised on developing a plan for professional training and education in the field of quality measurement standards.

The Department of Science and Technology is in charge of upgrading the provincial administrative procedure information system to meet the requirements of the Government Office. 100% of communes and wards have stable electronic information pages.
The provincial administrative procedure information system has been upgraded, allowing people and businesses to submit documents completely online on the National Public Service Portal. The province has reviewed 1,794 administrative procedures to implement digitalization of documents. As of August 22, the rate of digitization of documents and administrative procedure results reached 68.59%. The rate of documents with electronic results reached 71.5%.
