Deputy Prime Minister Tran Hong Ha said: The new Law on Geology and Minerals will take effect from July 1, 2025. However, when applied in practice, there are still many problems that need to be adjusted through resolutions and law adjustments to ensure feasibility, avoid loss of budget revenue, and limit risks for businesses and localities. The Deputy Prime Minister requested ministries, branches, localities and associations to frankly raise problems and propose solutions to perfect legal documents.
Representatives of the Ministry of Agriculture and Environment reported a number of proposed amendments and supplements to remove difficulties for localities with many projects under implementation but lacking construction materials due to mechanisms and policies.

Dong Nai is implementing many public investment projects, national key projects and facing many difficulties related to the field of geology and minerals. Specifically, regarding geology and minerals, the difficulties are: the settlement of fees for granting mineral exploitation rights is still difficult; land procedures for the exploitation of Group IV minerals; administrative procedures on geology and minerals; deep exploration and expansion without auctioning exploitation rights. Regarding land, the difficulties are concentrated in: decentralization, delegation of authority; receiving and resolving administrative procedures according to the 2-level local government model; determining authority in implementing land procedures.
According to Vice Chairwoman of the Provincial People's Committee Nguyen Thi Hoang, Dong Nai province agrees with the proposals in the draft resolution of the Government. Specifically, it agrees to allow the exploitation of Group IV minerals to provide materials for key projects and public investment projects; to allow the exploration and exploitation of Group III and Group IV minerals to serve the construction of urgent and special projects; to extend and adjust the exploitation license to increase the capacity of Group III and Group IV mineral mines that have been licensed and are still in effect, meeting the material needs of key projects. Therefore, the province hopes that this resolution will be issued soon to remove obstacles in the source of construction materials for projects and works in the province and the southern region.
The Deputy Prime Minister proposed to add a number of works and projects such as social housing, resettlement, etc. to be applied the resolution on special mechanisms in mineral exploitation. At the same time, tighten regulations on cases of non-bidding and auction to ensure that exploited minerals are supplied to the right subjects and for the right purposes, while harmonizing the interests between the State and enterprises, and ensuring the environment. The proposed amendments and supplements to the Law on Geology and Minerals must ensure creativity and promote development.
