At the meeting, leaders of the Department of Agriculture and Environment reported outstanding results in natural resources and environmental management in recent times.
Implementing the 2024 Land Law, the Department has advised on the drafting of 21 legal documents, and has so far issued 20 documents, contributing to perfecting the local legal framework.

Regarding the land use plan, the Department has completed the appraisal and submitted to the Provincial People's Committee for approval the 2025 land use plan for all 18 district-level administrative units (formerly) in the whole province (including the former Bac Giang and former Bac Ninh provinces). In the first 7 months of 2025, the Department received and processed 218 land allocation and lease dossiers of all kinds; advised the Chairman of the Provincial People's Committee to issue 43 decisions approving land prices. The issuance of land use right certificates was carried out seriously and in accordance with regulations. From 2024 to the end of June 2025 alone, the whole province issued more than 77,000 certificates of all kinds.

The work of building and managing the land database has been promoted. After the merger, the Department assigned the Land Registration Office to organize training for commune-level officials on unified software operation and shared database for the entire Bac Ninh province. At the same time, connecting and integrating data with the national database on land and population.
In the environmental field, the Department focuses on implementing waste collection, transportation, and treatment; mineral management; mapping and environmental protection.
At the meeting, delegates frankly pointed out some shortcomings and difficulties such as: The land valuation process still has many steps, there is a lack of specialized personnel for valuation; some industrial clusters have not completed the centralized wastewater treatment system; the pollution from livestock and daily life in some places has not been completely resolved. Mineral management at the grassroots level still faces many difficulties due to limited budget, lack of specialized staff...
To resolve the problem, the Department of Agriculture and Environment proposed that the Provincial People's Committee consider issues related to land allocation for project implementation; reform administrative procedures at the Land Registration Office; study exemption of land rent in some cases to support businesses...

Concluding the working session, comrade Dao Quang Khai highly appreciated the proactive and responsible spirit of the Department of Agriculture and Environment in implementing its tasks in the past time. He affirmed that the Department of Natural Resources and Environment is large-scale, multi-sectoral and multi-field management with many hot issues closely related to people's lives and livelihoods. After the merger, the collective of cadres, leaders and party members of the sector have promoted a high spirit of solidarity and unity. The assignment and division of tasks in the Department's Board of Directors has been implemented methodically, reasonably, in accordance with actual capacity and with clear inheritance.
The Department has closely followed the functions and tasks of the industry, proactively advised and effectively organized the implementation of state management work in the area, especially in the fields of land, environment and mineral resources.
Regarding the upcoming tasks, comrade Dao Quang Khai requested the Department to continue promoting the spirit of initiative; strengthen coordination with departments, branches and commune-level authorities to promptly guide and remove difficulties at the grassroots level.

Regarding institutional and policy work, he emphasized that in the current context, communes and wards are given great decentralization but their implementation capacity is still limited. The Department of Agriculture and Environment needs to allocate time to guide the grassroots in the direction of "holding hands and showing work", contributing to putting management work into order. Focus on properly handling administrative procedures, petitions and complaints from the people.
Pay attention to training and developing staff, striving for each department to have a core team of professionals. Particularly in the land sector - which is inherently complex, it is necessary to pay special attention to perfecting policies; advising on the development of planning and land use plans; speeding up the progress of determining land prices, planning, and auctioning land use rights. Reviewing land use needs of urban and residential areas.
Regarding site clearance, he requested the Department to coordinate and guide the Commune Land Fund Development Center, especially in localities preparing to implement social housing projects, to ensure early availability of site for construction.
The Department continues to review, advise on planning and adding mines to serve key projects. Take the lead in reviewing and adjusting groundwater exploitation plans; coordinate with relevant agencies to strengthen hydrological management, calculate and allocate funds for storing hydrometeorological system data to serve the work of forecasting, preventing and combating natural disasters.
Regarding the environment, he suggested that the Department focus on advising in accordance with the province's orientation and practical requirements. Pay attention to reviewing, urging progress, and inspecting the technology of waste treatment plants in operation; clearly defining the goal of fundamentally solving the waste problem by 2027. Develop a thorough investment plan for waste gas and wastewater treatment, continue to review each craft village, industrial cluster, and concentrated livestock area. Advise on developing a master plan for environmental protection in the whole province to submit to the Provincial Party Committee as a basis for direction throughout the next term.
