Complete health insurance target
Health insurance is a social policy with humanistic meaning and community sharing that is highly valued by the Party and the State. Health insurance is increasingly entering life, gradually becoming an indispensable "companion" of every citizen. The number of people participating in health insurance is constantly increasing, people are receiving better and better health care through medical services. With the aim of taking better care of people's health, the provincial Social Insurance has made constant efforts to implement the health insurance policy for the health of all people. As of early August, the whole province had 1,782,391 people participating in health insurance, reaching 94.35%; it is estimated that by December 31, 2025, there will be 1,795,482 people participating in health insurance, reaching 95.04% of the population, basically achieving the target of the Resolution of the 18th Provincial Party Congress (the target set for 2025 is 95% of the population participating in health insurance).

| Promote family health insurance policy to people. |
To complete the health insurance target in accordance with the spirit of the congress resolution, the Provincial Party Standing Committee issued Directive No. 21, dated December 7, 2023, on strengthening the Party's leadership over social insurance and health insurance work in the province. The Provincial People's Council and People's Committee have issued many resolutions and documents to lead and direct the drastic implementation of social insurance and health insurance work. In particular, the Provincial People's Council issued Resolution No. 10, dated September 13, 2024, stipulating the expenditure level for the force participating in protecting security and order at the grassroots level in Khanh Hoa province, with the content of supporting health insurance premiums for this force... In addition, the Provincial Steering Committee for the implementation of social insurance and health insurance policies holds monthly meetings to review the results of the implementation of tasks on developing social insurance, health insurance and unemployment insurance participants in order to propose solutions to develop participants. Through data from the tax authority, the Department of Finance and the Social Insurance agency have sent notices requesting units and enterprises to register for social insurance and health insurance for employees or invite them to work to compare and review the difference in the number of employees and request participation according to regulations... All levels, sectors and localities have also increased communication work with diverse forms and contents so that businesses and people can better understand the policies and laws on health insurance.
Synchronously deploy solutions
In the draft Political Report submitted to the 1st Provincial Party Congress, term 2025 - 2030, the province identified the target that by 2030, the rate of health insurance participants will reach 98%, the rate of working-age people participating in social insurance will reach more than 53%. Mr. Nguyen Manh Tu - Director of the Provincial Social Insurance said that in order to increase the rate of health insurance participation sustainably in the province, complete the set target and aim for universal health insurance coverage, all levels, sectors and localities need to focus on implementing resolutely, synchronously and effectively resolutions, directives, programs, projects and plans on implementing health insurance policies and laws. In particular, it is necessary to promote the role and responsibility of members of the Steering Committee for implementing social insurance and health insurance policies from the province to the grassroots level to rapidly increase the rate of social insurance and health insurance coverage, especially developing the number of people participating in household health insurance. The implementation of health insurance participation targets needs to be made into competition criteria, assessing the quality of grassroots party organizations, agencies, and units, and attaching the roles and responsibilities of leaders.
The social insurance sector will also innovate the content, form and methods of propaganda; focus on the target group of farmers and workers in the informal sector; promote the role of prestigious organizations and individuals in the community to mobilize people to participate, especially to propagate the positive policies of the 2024 Law on Health Insurance for participants. In addition, competent authorities need to strengthen inspection, examination and supervision of compliance with the law on health insurance, promptly prevent negative and fraudulent acts to exploit the health insurance fund, ensure the management and use of health insurance funds safely and effectively; promptly detect and strictly handle violations such as evasion of payment and arrears of social insurance and health insurance by enterprises.
