Press Release No. 1, 9th Session, 15th National Assembly

On the first working day of the 9th Session, the National Assembly discussed the proposal to amend and supplement a number of articles of the 2013 Constitution; the establishment of a Committee to draft amendments and supplements to a number of articles of the Constitution.

On the morning of Monday, May 5, 2025, the 9th Session of the 15th National Assembly officially opened at the National Assembly House, Hanoi and entered its first working day under the chairmanship of National Assembly Chairman Tran Thanh Man.

In the morning, from 7:15 a.m., National Assembly delegates laid wreaths and visited President Ho Chi Minh's Mausoleum.

From 7:45, the National Assembly held a preparatory session.

The National Assembly listened to the speech of National Assembly Chairman Tran Thanh Man; listened to the presentation of the Report of National Assembly Standing Committee member Le Quang Tung on the reception, explanation and revision of the proposed program of the 9th Session of the 15th National Assembly; then, the National Assembly discussed and voted to approve the program of the 9th Session with a high approval rate.

From 9:00 a.m., the National Assembly held its opening session (The session was broadcast live by Vietnam Television and Voice of Vietnam).

The National Assembly held a flag-saluting ceremony; listened to Secretary General of the National Assembly and Head of the National Assembly Office Le Quang Tung announce the reason and introduce delegates attending the 9th Session of the 15th National Assembly.

The opening session was attended by Comrade To Lam, General Secretary of the Central Committee of the Communist Party of Vietnam; Comrade Luong Cuong, President of the Socialist Republic of Vietnam; Comrade Pham Minh Chinh, Prime Minister of the Socialist Republic of Vietnam; leaders and former leaders of the Party, State and Vietnam Fatherland Front; representatives of central departments, ministries and branches; ambassadors, heads of foreign diplomatic missions and international organizations in Hanoi; reporters from domestic and foreign news agencies and newspapers based in Hanoi.

Under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly listened to the following contents: Chairman of the National Assembly Tran Thanh Man delivered the opening speech of the 9th Session of the 15th National Assembly; Prime Minister Pham Minh Chinh presented the Report on supplementary assessment of the results of the implementation of the socio-economic development plan and state budget in 2024; the implementation of the socio-economic development plan and state budget in the first months of 2025; Chairman of the National Assembly's Economic and Financial Committee Phan Van Mai presented the Report on verification of supplementary assessment of the results of the implementation of the socio-economic development plan and state budget in 2024; the implementation of the socio-economic development plan and state budget in the first months of 2025; Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien presented the Report synthesizing opinions and recommendations of voters and people sent to the 9th Session of the 15th National Assembly; Member of the National Assembly Standing Committee Duong Thanh Binh presented the Report on the results of supervising the settlement of voters' petitions sent to the 8th Session of the 15th National Assembly.

Under the chairmanship of National Assembly Chairman Tran Thanh Man, the National Assembly listened to Vice Chairman Nguyen Khac Dinh present a proposal requesting the National Assembly to consider and decide on amending and supplementing a number of articles of the 2013 Constitution and a proposal on the establishment of a Committee to draft amendments and supplements to a number of articles of the 2013 Constitution.

From 11:00 a.m., the National Assembly discussed in groups the following contents: Proposals to amend and supplement a number of articles of the 2013 Constitution; the establishment of a Committee to draft amendments and supplements to a number of articles of the 2013 Constitution.

In the afternoon, under the direction of Vice Chairman of the National Assembly Le Minh Hoan, the National Assembly held a plenary session in the Hall to listen to the following contents: Deputy Prime Minister Le Thanh Long, on behalf of the Government, presented the Submission and Chairman of the National Assembly's Committee on National Defense, Security and Foreign Affairs Le Tan Toi presented the Report on the review of the draft Law on Personal Data Protection; Minister of Industry and Trade Nguyen Hong Dien, authorized by the Prime Minister, presented the Submission and Chairman of the National Assembly's Committee on Science, Technology and Environment Le Quang Huy presented the Report on the review of the draft Law on amending and supplementing a number of articles of the Law on Economical and Efficient Use of Energy; Deputy Prime Minister Le Thanh Long, on behalf of the Government, presented the Submission and Chairman of the National Assembly's Committee on Science, Technology and Environment Le Quang Huy presented the Report on the review of the draft Law on Atomic Energy (amended).

Under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly discussed in the hall the following contents: Proposal to amend and supplement a number of articles of the 2013 Constitution; Establishment of the Committee to draft amendments and supplements to a number of articles of the 2013 Constitution.

At the discussion session, four National Assembly deputies spoke; in which, the majority of deputies basically agreed on the necessity of amending and supplementing a number of articles of the 2013 Constitution in order to continue implementing the revolution of streamlining the organizational apparatus; building, perfecting, improving the efficiency, effectiveness, and efficiency of the political system to meet the requirements and tasks of rapid and sustainable national development in the new era - the era of striving for strong, prosperous development of the nation.

Delegates also agreed that the scope of this amendment and supplement to the Constitution only focuses on a number of provisions on the organization and apparatus of the political system, focusing on the organization and operation of the Vietnam Fatherland Front and its member organizations, the demarcation of administrative units and the organization of local governments; and agreed that the form of document to amend and supplement a number of articles of this Constitution is a Resolution of the National Assembly (similar to what was done in the amendments and supplements to the Constitution in 1988, 1989 and 2001).

In addition, delegates focused on discussing: the purpose and requirements for amending and supplementing a number of articles of the 2013 Constitution; orientation of the content of amending and supplementing the 2013 Constitution; organization and implementation; constitutional techniques; the establishment of the Committee to draft amendments and supplements to a number of articles of the 2013 Constitution; and the organization of collecting opinions from the people, sectors and levels on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution.

At the end of the discussion, Chairman of the National Assembly's Committee on Law and Justice Hoang Thanh Tung, on behalf of the National Assembly Standing Committee, spoke to explain and clarify a number of issues raised by National Assembly deputies.

After that, the National Assembly listened to the Secretary General of the National Assembly and Head of the National Assembly Office Le Quang Tung present the draft Resolution of the National Assembly on amending and supplementing a number of articles of the 2013 Constitution and the draft Resolution of the National Assembly on establishing the Committee to draft amendments and supplement a number of articles of the 2013 Constitution.

The National Assembly voted to pass the above two Resolutions by electronic voting, with the following results:

Regarding the Resolution of the National Assembly on amending and supplementing a number of articles of the 2013 Constitution: 452 delegates participated in the vote (equal to 94.56% of the total number of National Assembly delegates), 452 delegates approved (equal to 94.56% of the total number of National Assembly delegates), equal to 100% of the total number of National Assembly delegates present in the hall.

Regarding the Resolution of the National Assembly on the establishment of the Committee to draft amendments and supplements to a number of articles of the 2013 Constitution: 446 delegates participated in the vote (equal to 93.31% of the total number of National Assembly delegates), 446 delegates approved (equal to 93.31% of the total number of National Assembly delegates), equal to 100% of the total number of National Assembly delegates present in the hall.

On May 6, 2025, in the morning: The National Assembly held a plenary session in the hall to listen to the following contents: Submission and Report on the examination of the draft Law on Science, Technology and Innovation; Submission and Report on the examination of the draft Law on amending and supplementing a number of articles of the Law on Product and Goods Quality; Report on explanation, acceptance and revision of the draft Law on Teachers; then, the National Assembly discussed a number of contents with different opinions of the draft Law on Teachers.

In the afternoon, the National Assembly discussed in groups the following contents: Draft Law on Science, Technology and Innovation; Draft Law on amending and supplementing a number of articles of the Law on Product and Goods Quality; Draft Law on Atomic Energy (amended)./.
