Reporter: How does the Ambassador assess the significance of the Vietnamese Prime Minister being invited to attend the Shanghai Cooperation Organization (SCO) Summit this time - a summit considered to be the largest in the history of the SCO Summit? What is Vietnam's message of cooperation within the framework of this conference?
Ambassador Pham Thanh Binh: At the invitation of the Chinese Government, Prime Minister Pham Minh Chinh will attend the 2025 SCO Summit as a guest of the host country and work in China from August 30 to September 1, 2025. This is the first time a key Vietnamese leader has attended the SCO Summit. The working trip is of great significance and conveys Vietnam's strong message of cooperation.
Firstly , the SCO 2025 Summit in Tianjin, China is a major international conference attended by more than 20 leaders of countries and leaders of several international organizations, taking place in the context of the world and regional situation continuing to develop in a complex and unpredictable manner, with many new issues emerging. In addition to the focus on cooperation in security and counter-terrorism, the Conference is expected to discuss cooperation in all areas such as economy , connectivity, culture, education, tourism, etc.
This is a testament to Vietnam's growing international position and prestige when it is invited by countries and international organizations to attend conferences of multilateral organizations and mechanisms of which Vietnam is not a member, such as G7, G20, BRICS and SCO.

Prime Minister Pham Minh Chinh’s attendance at the Conference is an affirmation of Vietnam’s foreign policy of independence, self-reliance, diversification, multilateralization, proactiveness, and comprehensive, deep, and effective international integration. At the same time, this is a testament to Vietnam’s increasingly high international position and prestige when being invited by countries and international organizations to attend conferences of multilateral organizations and mechanisms of which Vietnam is not a member such as G7, G20, BRICS, and SCO.
Second , the Vietnamese Prime Minister's participation and speech at the expanded SCO Summit with the theme "Implementing multilateralism, maintaining regional security, promoting sustainable development" is an opportunity for Vietnam to highlight at the multilateral forum Vietnam's socio-economic development achievements, demonstrate its determination to maintain growth targets and ensure rapid and sustainable growth, and share views on issues of common concern, contributing to promoting multilateralism, supporting the fundamental principles of the United Nations Charter and international law, maintaining a peaceful and stable environment for sustainable development, and promoting mutually beneficial cooperation.
Thereby, Vietnam affirms the message of steadfastly pursuing the foreign policy of independence, self-reliance, diversification, multilateralization, proactiveness, and active, comprehensive, deep, and effective international integration in the spirit of the 13th National Congress and Resolution No. 59-NQ/TW of the Politburo on international integration in the new situation.
Third, the rich agenda and bilateral meetings within the framework of the Prime Minister's Conference will expand exchanges and cooperation, take advantage of opportunities to spread the country's image, affirm the role and position of Vietnam today; strengthen extensive economic, trade and investment cooperation with Asian and European partners; convey the message of Vietnam's determination and efforts in achieving growth targets and Vietnam's strategic orientations in the new era.

Ambassador Pham Thanh Binh: Prime Minister Pham Minh Chinh's working trip to China to attend the SCO Summit this time takes place in the context of Vietnam-China relations maintaining a very good and comprehensive development momentum in the direction of "6 more" and having many clear developments, it can be said that they are at a new peak, with new momentum, new spirit when the two countries are celebrating the 75th anniversary of establishing diplomatic relations and actively implementing activities in response to the Vietnam-China Humanitarian Exchange Year 2025.
This is also the second working trip of Prime Minister Pham Minh Chinh to China this year, focusing on continuing to concretize the strategic common perception between the senior leaders of the two Parties and two countries on consolidating and enhancing the traditional friendly neighborly relationship, deepening and making more substantial the Comprehensive Strategic Cooperative Partnership, building a Vietnam-China Community of Shared Future of strategic significance, through maintaining close high-level exchanges, enhancing political trust, and closely coordinating at multilateral mechanisms, thereby continuing to consolidate a solid foundation for cooperation in all fields, contributing to promoting the development of the relationship between the two Parties and two countries to be good, stable, sustainable and have new cooperative achievements in the future.

It is expected that the Prime Minister will have many meetings and work sessions with senior leaders and leaders of several Chinese ministries and branches, important partners, and leading prestigious corporations and enterprises of China.
During the meetings, the two sides will discuss in depth the major directions and measures to implement the important common perceptions between the top leaders of the two Parties and two countries; improve the operational efficiency of the Intergovernmental Working Committees; further strengthen bilateral relations and substantive cooperation in key areas including economy-trade, science and technology, innovation, digital transformation, education, tourism, healthcare, infrastructure connectivity, etc.; promote the implementation of cooperation agreements reached with specific results, bringing practical benefits for the benefit of the people of the two countries.
In addition, in the busy schedule of the working trip, Prime Minister Pham Minh Chinh will spend time meeting the community and Vietnamese students in China.
