This is the first contact conference after the National Assembly passed the Resolution on administrative unit arrangement and a series of major policies taking effect from July 1, 2025. At the conference, on behalf of the Quang Ninh Provincial National Assembly Delegation, Comrade Vu Hong Thanh, Vice Chairman of the National Assembly, reported to voters the results of the 9th Session of the 15th National Assembly. He emphasized that the Session took place over 35 days with the largest workload ever, demonstrating the spirit of innovation, discipline, responsibility, science and democracy.
The National Assembly passed 34 laws, 34 resolutions and gave opinions on 6 draft laws. Among them, many important contents include amending the 2013 Constitution to reorganize the local government apparatus according to a two-level model (provincial and communal levels), clearly defining the legal status of the Vietnam Fatherland Front and the Vietnam Trade Union; policies to support the private economy , reform administrative procedures, and improve legal effectiveness. At the same time, the National Assembly also decided that the election date for the 16th National Assembly is March 15, 2026.
Vice Chairman of the National Assembly Vu Hong Thanh also provided an overview of the country's socio-economic situation in the first 6 months of 2025. In the context of many fluctuations in the world, Vietnam's economy still maintains a positive recovery momentum, GDP in the first 6 months increased by about 7.31%, inflation was controlled, trade surplus reached 7.63 billion USD, budget revenue exceeded 67% of the estimate. Social security policies continued to be focused on; many new policies such as tuition exemption, medical examination and treatment support, VAT reduction, empowerment for commune level... have been implemented, creating motivation to improve people's lives and promote business development.
Vice Chairman of the National Assembly Vu Hong Thanh affirmed that the results achieved were thanks to the solidarity and consensus of the entire Party, people and army, and the close and effective supervision of the National Assembly. He hoped to continue receiving realistic feedback and recommendations from voters so that the Quang Ninh Provincial National Assembly Delegation could better fulfill its role as a bridge between the people and the National Assembly and the Government.
Informing voters about the results of the activities of the Provincial National Assembly Delegation at the 9th Session, Comrade Dang Xuan Phuong, Deputy Secretary of the National Assembly Party Committee, said that the Delegation participated fully, responsibly and effectively in the entire session program, leaving many marks in the work of legislation, supervision and decision on important issues of the country. At the session, the National Assembly Deputies of Quang Ninh province made 61 speeches in groups and halls, contributing many quality opinions on draft laws related to the organization of the state apparatus, public investment, education, energy, personal data protection, social housing, etc. Many opinions of the delegates in the Delegation were accepted and highly appreciated by the National Assembly.
In addition, the Delegation also participated in questioning Government members, reflecting on issues of concerns to voters such as false advertising, investment in grassroots healthcare, administrative procedure reform, etc. Information and propaganda work was also deployed synchronously and promptly through many press and media channels, contributing to bringing the content of the session to a large number of voters.
At the conference, many voters spoke and made recommendations to the Provincial National Assembly Delegation on practical issues related to life, security and society, and expressed their wish that their opinions would be listened to, accepted and forwarded to competent authorities for timely consideration and resolution.
Voters suggested that when implementing the two-level government model (province - commune), it is necessary to increase resources, organize training to improve capacity for groundswell staff; Invest in facilities and technological equipment to serve the operation and management work to ensure efficiency and avoid task overload for the commune level.
Regarding cyber security and crime prevention, voters are particularly concerned about the increasingly sophisticated online fraud. Voters suggested that there should be a mechanism to receive, handle and promptly warn about fraud cases, especially to support ordinary people, vulnerable people and those lacking technological skills. At the same time, it is necessary to step up propaganda, raise public awareness and strictly handle fraud and fraudulent acts in cyberspace.
Some opinions recommend that the authorities should tighten the inspection and control of the market, strictly handle the production and trade of counterfeit and poor quality goods. Especially products that directly affect people's health such as medicines, functional foods, cosmetics. In addition, voters proposed to increase support for the activities of social organizations such as the Red Cross, the Association of the Elderly, the Association of the Disabled, etc., especially in remote areas. It is necessary to soon have appropriate policies and mechanisms so that these organizations can effectively promote their role in supporting the community, especially in humanitarian work, health care, helping the poor, mobilizing voluntary blood donation, etc. Voters also suggested that the health sector study and promulgate fair and transparent health insurance policies so that people can enjoy services commensurate with their contributions, ensuring the rights and quality of medical examination and treatment.
Speaking at the conference, comrade Pham Duc An, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, directly answered a number of voters' recommendations related to the contents under the local authority, especially issues on organizational structure after merging administrative units, site clearance, infrastructure development, job conversion for people and social security policies.
He also informed voters about the province's socio-economic development in the first 6 months of 2025. evident, Quang Ninh province continues to maintain an impressive growth rate with GRDP reaching 11.03%, ranking 8th in the country. Industrial production, especially the processing and manufacturing industry, increased sharply; tourism flourished with over 12 million visitors, including more than 2.2 million international visitors; budget reached over 30,000 billion VND; attraction investment increased, more than 13 times higher than the same period last year. Social security work and care for people's lives continued to receive attention.
Affirming that the results achieved were thanks to the consensus and joint efforts of the entire political system and people in the province, comrade Pham Duc An expressed his hope that voters and people will continue to accompany and support the province's policies and guidelines; actively participate in monitoring, criticizing, and giving constructive comments so that Quang Ninh can develop quickly and sustainably and successfully achieve the goals set in 2025 and the following years.
On this occasion, the National Assembly Delegation of the province inspected the operation of the Uong Bi Ward Public Administration Service Center. Here, the delegates listen to a quick report on the situation of receiving and handling administrative procedures, applying information technology in providing public services and reforming administrative procedures to serve the people. The delegation highly appreciates the efforts of the local government in implementing the 2-level government model, especially improving service quality, shortening the time to handle procedures, creating convenience for people and businesses. The delegates requested the Center to continue to improve its operational efficiency, invest in completing infrastructure, equipment and enhance training for staff, ensure professional, transparent and effective operations, better serve the needs of the people in the period of transforming the administrative apparatus according to the new model.
