At the ceremony, Comrade Pham Thi Thanh Tra, member of the Party Central Committee, member of the Standing Committee of the Government Party Committee, Minister of Home Affairs announced Decision No. 1868/QD-TTg dated August 29, 2025 of the Prime Minister on receiving Comrade Le Hoai Trung, Secretary of the Party Central Committee, Chief of the Party Central Committee Office, to work at the Ministry of Foreign Affairs, assigning the position of Minister of Foreign Affairs; Decision No. 347/QD-DU dated August 29, 2025 of the Standing Committee of the Government Party Committee on appointing Comrade Le Hoai Trung, Secretary of the Party Central Committee, Acting Minister of Foreign Affairs to join the Executive Committee, Standing Committee, holding the position of Secretary of the Party Committee of the Ministry of Foreign Affairs for the 2025-2030 term.

Previously, the President decided to temporarily suspend comrade Bui Thanh Son, Deputy Prime Minister and Minister of Foreign Affairs, from holding the position of Minister of Foreign Affairs until the 15th National Assembly dismisses him from the position of Minister of Foreign Affairs.

Comrade Le Hoai Trung, born in 1961, hometown in Hue city, is a member of the 12th and 13th Party Central Committee, Secretary of the 13th Party Central Committee (from October 2023), and a National Assembly Delegate of the 15th term.

Comrade Le Hoai Trung has many years of experience working at the Ministry of Foreign Affairs, holding the following positions: Deputy Director of the Department of International Organizations, Deputy Head of the Permanent Mission of Vietnam to the United Nations, Acting Director, then Director of the Department of International Organizations, Ministry of Foreign Affairs.

In December 2010, he was appointed Deputy Minister of Foreign Affairs. From March 2021, he was transferred and appointed as Head of the Central External Relations Commission; in February 2025, he was appointed as Chief of the Central Party Office.

Presenting the Decision on receiving and transferring power and congratulating comrade Le Hoai Trung, Prime Minister Pham Minh Chinh respectfully thanked the Politburo and the General Secretary for their attention and decision to increase staff for the Government and the Ministry of Foreign Affairs.

The Prime Minister stated that Comrade Le Hoai Trung is a senior leader of the Party, exemplary in political courage, moral qualities, sharp strategic thinking, and well-trained in the field of diplomacy. During his 43 years of service, Comrade Le Hoai Trung is a leader with rich and comprehensive experience in diplomacy. In all positions, Comrade Le Hoai Trung has always shown himself to be an exemplary leader, dedicated, responsible, and determined in performing the duties and tasks assigned by the Party and the State.

The Prime Minister emphasized that over the years, the diplomatic sector has achieved many outstanding achievements, making important contributions to the cause of national construction and development, becoming one of the bright spots in the country's overall achievements. At the ceremony to celebrate the 80th anniversary of the establishment of the diplomatic sector, General Secretary To Lam emphasized that foreign affairs and diplomacy are an important component in the posture of protecting the Fatherland from early on and from afar, and are also the main force in raising the position of Vietnam; Vietnamese diplomacy not only serves the Fatherland and the people but also contributes to lighting up the belief in a world of peace, cooperation and development.

Vietnam has increasingly affirmed its role and position in the international arena; we now have diplomatic relations with 194 countries; expanded the framework of comprehensive strategic partnerships, strategic partnerships, and comprehensive partnerships with 38 countries, including all 5 permanent members of the United Nations Security Council; signed 17 free trade agreements (FTAs), including many new-generation FTAs, bringing about efficiency in integration as well as international trade, contributing to economic growth. Vietnam, from a besieged and embargoed country, has become a bright spot in foreign relations, under the correct leadership of the Party, the management of the State, the participation of the entire political system, and the support of the people.

Highlighting the important contributions of leaders of the Ministry of Foreign Affairs through the years, the Prime Minister expressed his gratitude and appreciation for the contributions of comrade Bui Thanh Son to the diplomatic sector and the overall development of the country, with his political mettle and high sense of responsibility.

The Prime Minister stated that over the past 80 years of establishment and development, the Vietnamese diplomatic sector has always demonstrated the spirit of serving the Fatherland and the people, with steadfastness, courage and intelligence, and actively contributed to maintaining a peaceful, stable and increasingly developing environment for Vietnam. However, the world is facing rapid and unpredictable fundamental changes that have had a profound impact on all activities of the country, placing increasingly high demands on the diplomatic sector and other ministries and sectors.

The Prime Minister requested Acting Minister Le Hoai Trung and the leadership of the Ministry of Foreign Affairs to continue to promote the pioneering, important and regular role of foreign affairs in the new era, making efforts to contribute to the completion of the two 100-year strategic goals set out; making practical contributions to expanding the country's development space, creating integration opportunities, and effectively serving strategic breakthroughs in the coming period.

"Diplomacy in the new era, along with the task of protecting the Fatherland, needs to take the lead in identifying and seizing opportunities; not allowing the Party and State to be passive or surprised about the strategy for foreign affairs tasks; must grasp the situation firmly to advise the Party and State on foreign affairs that are appropriate, flexible and effective to the situation," the Prime Minister emphasized.

Along with that, the Prime Minister directed the building of a comprehensive, modern, and professional diplomatic sector in the spirit of the Party's documents, on par with the region and reaching international standards, in which the key task is to continue training a team of diplomatic officers who are both red and professional, pioneering, courageous, united, responsible, creative, and innovative in their activities.

The Prime Minister believes that Comrade Le Hoai Trung and Comrade Bui Thanh Son will continue to promote their experience, capacity, strengths, and extensive experience, and continue to devote themselves to the diplomatic sector, the Party and the State; hopes that the Party and State leaders will continue to help the two comrades to excellently fulfill their tasks; affirms that the Government will always accompany and create favorable conditions for the comrades to work and listen to their opinions and contributions to the Government's activities.

Speaking at the event, Acting Minister of Foreign Affairs Le Hoai Trung respectfully thanked the Politburo, General Secretary To Lam, key leaders, and Prime Minister Pham Minh Chinh for entrusting him with this important task, which is both an honor and a great responsibility; and at the same time expressed his respect and appreciation for the contributions of generations of diplomatic officials, especially the Foreign Ministers, including Deputy Prime Minister and Minister Bui Thanh Son.

The Acting Minister stated that the tasks set for the diplomatic sector in the coming time are extremely heavy. The world and regional situation is changing rapidly and profoundly, posing many new issues for our country; domestically, the entire Party, the entire people, and the entire army are striving to successfully complete the tasks set forth by the 13th Party Congress and prepare well for the 14th Congress. The successful implementation of the 14th Congress's guidelines, major policies and resolutions of the Party, important resolutions and action programs of the Government, and directions of the Prime Minister requires innovation in thinking, determination, and great efforts from all sectors, levels, and localities, including the diplomatic sector.

Comrade Le Hoai Trung pledged to work with the leadership, cadres, civil servants, public employees and workers of the Ministry of Foreign Affairs to strive to successfully complete the tasks assigned by the Party, State, Government and Prime Minister, effectively implementing the policy of promoting foreign affairs and international integration as an important and regular task, striving to promote the pioneering role of foreign affairs in maintaining a peaceful and stable environment, mobilizing resources for national development, enhancing Vietnam's position and prestige in the international arena, thoroughly grasping and effectively implementing the instructions of General Secretary To Lam, key leaders, and Party and State leaders.
