Therefore, the entire Vietnamese people from the mountains to the plains, from the border to the islands and our compatriots abroad cannot stand aside. The revolution of reforming the organization of the political system of the country has been receiving great attention from the people and international public opinion. There may be other voices here and there. But no one can deny the consensus of the majority of the people.
Thanks to the consensus of the people, we achieved the earth-shaking success of the August Revolution to establish the worker-peasant alliance state of the past. Thanks to the consensus, we overthrew the French colonialists and drove the US puppet regime out, unifying the country. And now, the consensus of the Party's will and the people's will is the basis, the solid spiritual foundation for our Party and State to resolutely and resolutely carry out the set goals and requirements of the revolution to reform the organization to be compact and improve the efficiency of the state administrative apparatus.
On April 12, 2025, the Party Central Committee issued Resolution No. 60-NQ/TW, agreeing on the plan to merge provincial-level administrative units, not organize district-level units, merge commune-level units, and build a two-level local government model. The Politburo and the Secretariat have made important conclusions on the arrangement of the apparatus and administrative units.
On June 12, 2025, the National Assembly passed a Resolution from 63 provinces and centrally run cities to rearrange 34 provincial-level administrative units - the largest provincial-level administrative boundaries in modern history, reflecting the determination to reform the state apparatus in a fundamental, strong and strategic manner. The National Assembly Standing Committee also passed 34 Resolutions on the arrangement of commune-level administrative units in 2025. With these Resolutions, the total number of 10,035 commune-level administrative units nationwide will be reduced to 3,321 units, including 2,621 communes, 687 wards and 13 special zones).
June 30 is a national festival when the ceremony to announce the resolutions and decisions of the Central and local governments on merging provincial and communal administrative units, establishing party organizations, appointing Party committees, People's Councils, People's Committees, and Fatherland Fronts of provinces, cities, communes, wards, and special zones takes place. The three provinces of Phu Tho, Vinh Phuc, and Hoa Binh are united under one roof. The name Phu Tho, the homeland of the Hung Kings, the birthplace of the nation, is a familiar and meaningful common name. The whole country is united in looking forward to daily and hourly changes and has absolute trust in the leadership of the Party with the guiding principle of Ho Chi Minh's thought.
In the article titled “Straightening-strength-efficiency-effectiveness-efficiency”, the General Secretary of our Party emphasized: “... To achieve strategic goals, not only requires extraordinary efforts, outstanding efforts, but also does not allow us to be slow, lax, inaccurate, unsynchronized, or uncoordinated in every step; to do so, we need to urgently carry out a revolution in streamlining the organization and apparatus of the political system...”.
The mark of the Great Revolution enters a new autumn. It is a new journey, continuing the autumn of August 1945. This autumn will be a historic autumn, marking the mark of a new era - the country strives for wealth, prosperity and happiness, turning dreams and desires into reality.
