The Congress of the Party Committee of the Office of the Ministry of Science and Technology took place in the context that the entire Party, people and army are making efforts to implement the Resolution of the 13th National Party Congress and the Resolutions of the 13th Central Conference. In particular, the four key and breakthrough Resolutions recently issued by the Politburo have created an important institutional foundation, strongly promoting the country's development in the new era. Notably, Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation is prominent.
During the past term, the Party Committee of the Ministry Office has successfully completed the targets and tasks set out in the Resolution of the Congress for the 2020-2025 term. The leadership and direction work was carried out seriously and effectively, contributing significantly to the completion of the political tasks of the Ministry Office.
The Party Committee of the Ministry's Office has closely coordinated with the Office's leadership, focusing on building a clean and strong Party organization; effectively implementing the study and dissemination of the Party's resolutions and directives, especially the Resolution of the 12th Central Committee, Session 4, on Party building and rectification, in conjunction with the implementation of Directive No. 05-CT/TW of the Politburo on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle.
The work of organizing cadres, building the Party organization and the Party members is carried out seriously in accordance with regulations, creating a solid foundation for the development of the Party. The work of inspection, supervision and enforcement of Party discipline is focused on, contributing to maintaining discipline in the Party.

The Party Committee of the Ministry Office has also coordinated with the Ministry's leaders to streamline the organization of departments and offices, operating effectively and efficiently after the merger. Thanks to that, the Ministry Office's organization has become increasingly stable and clearly effective.
With outstanding achievements, for many consecutive years, the Party Committee of the Ministry Office has been recognized as an excellent labor collective and awarded the Emulation Flag of the Ministry. Many collectives and individuals have been awarded the Labor Medal, Certificate of Merit from the Prime Minister and other noble rewards.
Continue to promote the role of political nucleus in the new situation
At the Congress, the Organizing Committee of the Party Committee of the Ministry of Science and Technology announced the Decision to appoint the Executive Committee, Secretary, Deputy Secretary and Inspection Committee of the Party Committee of the Ministry's Office for the 2025-2030 term.
Accordingly, the new term Party Executive Committee of the Ministry Office consists of 7 comrades. Comrade Hoang Thi Phuong Luu, Chief of the Ministry Office, was appointed to hold the position of Secretary of the Ministry Office Party Committee; Comrade Nguyen Hoang Giang, Deputy Chief of the Ministry Office, was appointed to hold the position of Deputy Secretary of the Ministry Office Party Committee. The new term Party Inspection Committee of the Ministry Office consists of 3 comrades, of which Comrade Nguyen Hoang Giang holds the position of Chairman of the Inspection Committee.
Speaking at the Congress, Deputy Minister Bui Hoang Phuong acknowledged and commended the results and achievements that the Party Committee of the Ministry's Office had achieved in the past term, which was also a period when the science and technology sector had many major changes, especially the merger of the Ministry of Science and Technology and the Ministry of Information and Communications into a new Ministry from March 1, 2025.
The Ministry Office is one of the leading units in implementing the merger and deploying new tasks. Deputy Minister Bui Hoang Phuong highly appreciated the leadership and direction of the Party Committee and the efforts of the collective leadership, Party members and staff of the Ministry Office in effectively implementing the assigned tasks, from staff work, synthesis, administration, management, personnel organization, finance, accounting to administrative procedure control.
Comrade Bui Hoang Phuong suggested that, entering a new term with a new organizational structure, new tasks, a large workload and increasingly high requirements, the Party Committee of the Ministry's Office needs to focus on leading and directing the good implementation of a number of key tasks, specifically:
First of all, it is necessary to continue to improve the leadership capacity and fighting strength of the Party organization, build a clean and strong Party organization in terms of politics, ideology and ethics, associated with building a model agency in terms of discipline and work efficiency.
Leadership methods need to be innovated, closely following reality, promoting democracy, and enhancing the role and responsibility of leaders, not only at the Ministry Office but also at all affiliated units, especially the representative offices in Ho Chi Minh City and Da Nang City.

Training and fostering of cadres must be identified as the number one key task, creating high-quality human resources to meet the increasing requirements of staff work, synthesis, serving the leadership, direction and administration of the Ministry.
Another important content that comrade Bui Hoang Phuong noted was the implementation of digital transformation in the activities of the Ministry Office. Accordingly, in the current context, the Ministry of Science and Technology plays the leading role in state management of digital transformation. The Ministry must be a model of digital transformation in internal activities. However, digital transformation is not simply investing in equipment or software, but most importantly, it is necessary to change the mindset and way of working. This change must originate from the leadership, from the Party Committee, from the heads of the units.
Deputy Minister Bui Hoang Phuong also noted that the Party Committee and leaders of the Ministry's Office continue to pay attention to taking care of the material and spiritual lives of cadres, civil servants and workers. With the tradition of solidarity, exemplary role, sense of responsibility and aspiration for innovation, the Party Committee of the Ministry's Office for the 2025 - 2030 term will continue to promote its role as a political nucleus, leading the unit to excellently complete all assigned tasks, actively contributing to the cause of developing science, technology, innovation and national digital transformation./.
