Hong Gai Ward was established on the basis of merging Hong Gai, Bach Dang and Tran Hung Dao wards. The area of the ward is not large, only about 5km², but the population is up to more than 55,000 people, Hong Gai is among the most populous wards in the province. With the characteristics of being the political , administrative, cultural and tourist center of the province, the volume of administrative work in the ward before and after the merger is always very large, requiring the grassroots government apparatus to operate very effectively.
To ensure convenience for people and businesses in handling administrative procedures, the Hong Gai Ward Public Administration Service Center is located on 25/4 Street, a central street with convenient traffic. Notably, the Hong Gai Ward Public Administration Service Center is currently receiving and handling administrative procedures for people not only within Hong Gai Ward but also for neighboring wards and communes. Here, people can carry out all administrative transactions from household registration, land, tax, social insurance to citizen identification and public services (currently these procedures have not been implemented in other wards and communes due to direct relation to the human resource arrangement of functional sectors).
Mr. Nguyen Van Quang (Bai Chay Ward) shared: The staff here gave detailed and enthusiastic instructions, it only took me about 10 minutes to complete the necessary procedures. Before, every time I went to do paperwork, I had to wait a long time, now everything is different. The procedures are quick and there is no longer the overload situation like the Public Administration Center of Ha Long City in the past.
In reality, the workload at the Center is very large, on average the unit receives about 400 sets of documents each day, but thanks to careful preparation, reasonable personnel, and scientific organization, all activities go smoothly. Ms. Nguyen Bao Phuong, Deputy Director of the Hong Gai Ward Public Administration Center, said: The unit has tested and reviewed the process many times before officially going into operation. After two days of implementation, the system has basically operated stably. Currently, the unit continues to closely coordinate with telecommunications units to upgrade software and improve internal processes to better meet the needs of people and businesses.
The spirit of “being close to the people, serving the people” is not only demonstrated in the reception room where administrative procedures are processed, but also spreads to each neighborhood and each residential group. On the second day after the announcement of the new model, the leaders of Hong Gai ward quickly deployed working groups to residential areas to meet and listen to the thoughts, aspirations and practical feedback from the people. Issues related to infrastructure development, improving the living environment, preventing flooding, urban beautification, upgrading old apartments, etc. were all proactively raised by the people and were listened to and acknowledged by the authorities. At the same time, meetings were arranged between the ward leaders and the Party cell secretaries, neighborhood heads, and the Front working groups in residential areas to find timely solutions.
Mr. Trinh Quang Khanh (Zone 4, Hong Gai Ward) excitedly shared: "The new government is very determined, works immediately, and cares about people's lives in a practical way. Urgent issues such as flooding during high tides in the Vung Dang sea encroachment area or the project to renovate old apartment buildings in lots 6, 7, 8... are all raised and included in the ward's handling plan. This makes people more confident that the new leadership will bring a better appearance to people's lives."
Not only did the ward authorities take note of the comments, they also immediately carried out on-site inspections and proactively monitored the situation at high-risk locations. On the first day of heavy rain in the week, many working groups from the ward inspected the scene at 33 locations prone to landslides and flooding, and urged contractors to speed up the construction progress of local civil projects.
Mr. Dao Tat Thang, Chairman of the People's Committee of Hong Gai Ward, said: In the face of prolonged heavy rain, the locality has directly inspected areas at risk of flooding, especially the foothills and coastal areas; assigned tasks to each unit to promptly handle arising situations, avoiding passive and unexpected situations. In the coming days, the ward will continue to closely follow the direction of the province, focusing on strongly innovating the growth model, restructuring the economy towards sustainability; comprehensively digitizing, standardizing, and electronicizing the operating procedures of state agencies in the digital environment; creating new growth values in the local socio-economic sectors and fields and improving the quality of life for people to ensure focus and key points.
After only two days of operating the two-level local government model, Hong Gai ward has shown a strong and comprehensive movement from the procedure settlement stage to management and operation, handling feedback from the grassroots. The slogan "close to the people, close to the people, serving the people" is no longer just words, but is being realized by Hong Gai ward with concrete actions, demonstrating the determination to implement a truly serving administration.
