In the first 6 months of 2025, Long An has determined to carry out an important "dual task": focusing on socio-economic development while preparing to reorganize the political apparatus. Thanks to that, the province achieved an estimated GRDP growth rate of 8.34%, budget revenue increased sharply, and the investment environment continued to improve impressively. These outstanding results create an important foundation for Long An to confidently enter a new phase, ensuring smoothness and efficiency.

The requirement is to quickly complete personnel, complete the handover of finance and assets, accelerate planning, site clearance, attract investment, and effectively implement important resolutions on innovation, integration and sustainable development.

Determination to carry out the "dual task" is especially important

According to the assessment at the 26th Session - the regular session in mid-2025, which is also the last session of the People's Council of Long An province, Term X, before merging with Tay Ninh province, in the first 6 months of 2025, in the context of many difficulties and challenges, the entire political system, all classes of people, and the business community continued to uphold the spirit of solidarity, strongly affirming the will of self-reliance, self-strengthening, efforts, and determination to carry out the especially important "dual task" of organizing the apparatus of the political system and developing the economy - society, achieving many impressive results.

Highlights: economic growth rate (GRDP) is estimated at 8.34% - a positive growth rate in the context of many fluctuations in the world economy. The work of promoting, improving the investment environment, providing legal support and removing difficulties for businesses continues to receive strong direction, synchronous and effective implementation: the province ranks 3rd out of 63 provinces and cities nationwide in terms of Provincial Competitiveness Index (PCI); at the same time, it is the 2nd locality nationwide in terms of outstanding reform level during the two decades of PCI implementation (2005 - 2024), affirming itself as an attractive and reliable destination for domestic and foreign investors. Total state budget revenue in the first 6 months of the year reached an impressive figure of 19,000 billion VND, reaching 71.2% of the estimate, up 34.3% over the same period.

Social security policies were fully and promptly implemented. Cultural and artistic activities took place enthusiastically in a series of events celebrating the 50th anniversary of the Liberation of the Province, the Liberation of the South, the Reunification of the Country (April 30) and the 100th anniversary of the Vietnam Revolutionary Press Day (June 21). Foreign affairs activities were enhanced; sovereignty and border security were maintained, and social order and safety were ensured.

Determined not to let capital wait for projects

Based on the analysis of existing problems and limitations in a number of sectors and fields; identifying subjective and objective causes, the People's Council of Long An province has proposed many important, breakthrough and feasible tasks and solutions in the last 6 months of 2025 associated with the operation of provincial and commune-level administrative units after the rearrangement from July 1.

Accordingly, the Provincial People's Council requested the Provincial People's Committee, branches and levels to urgently arrange and assign personnel in new communes and wards and provincial agencies and units after the arrangement and merger to ensure that work goes into normal operation, without interruption, without legal gaps, without affecting people, businesses and directly affected subjects; at the same time, seriously and strictly implement the handover of public assets, finances, documents, seals, etc. of agencies and units. Note to fully and strictly hand over old administrative units to new administrative units.

Along with that, it is necessary to review, evaluate, and rebuild the growth scenario, as a basis for focusing on implementing more drastic and synchronous solutions so that Tay Ninh province can complete the economic growth target in 2025 reaching double digits (from 10% or more). At the same time, proactively review the Provincial Planning to have an integrated orientation to ensure suitability immediately after the province's merger, creating new premises and space, taking advantage of attracting investment resources.

Focus on resolving difficulties and obstacles, creating fundamental and strong changes in compensation, site clearance and resettlement according to new policies and new regulations. Have specific and clear mechanisms in reviewing projects that are behind schedule, causing waste of resources, affecting the overall development of the province according to the leadership direction of the Provincial Party Committee and the Resolution of the Provincial People's Council. First of all, ensure strict implementation of the Resolution of the Provincial People's Council on land recovery and change of land use purpose.

Accelerate the transfer, allocation and disbursement of the 2025 public investment capital plan, striving to disburse 100% of the plan by the end of the fiscal year. Resolutely avoid the situation of capital waiting for projects, having capital but not being able to disburse; ensure the quality of works and projects, and prevent negativity, loss and waste. Accelerate decentralization and delegation of authority to the commune level and strengthen investment preparation in the 2026 and medium-term 2026-2030 public investment plans.

The Long An Provincial People's Council emphasized the need to pay special attention to the timely and effective implementation of 12 important resolutions on socio-economic development, public investment, finance - budget, land, science and technology, innovation and digital transformation, and policies and regimes that were unanimously approved by the People's Council at the 26th Session (regular session in mid-2025). At the same time, quickly and effectively implement 4 important resolutions of the Politburo on comprehensive innovation in law-making and enforcement; breakthroughs in science, technology, innovation and digital transformation; on proactively integrating deeply into the international community and strongly developing the private economic sector... to create breakthroughs for development in the coming period.
