According to Thanh Nien , at around 5:00 a.m. on July 1, at Quan Su Pagoda (Hoan Kiem District, Hanoi , headquarters of the Central Committee of the Vietnam Buddhist Sangha), hundreds of monks, nuns, and Buddhists were present to prepare for the ritual of praying for national peace and prosperity.
Three bell and drum beats were performed to open the ceremony to pray for national peace and prosperity.

To begin this ceremony, at exactly 6:00 a.m., two monks rang the bell and drum three times. Then, the monks went from the living room to the main hall to perform the ceremony, the sound of chanting and reciting Buddha's name echoed throughout the temple.
Speaking to the press, Venerable Thich Duc Thien, Vice President and General Secretary of the Executive Council of the Vietnam Buddhist Sangha, said the country is in an important historical period when new provinces and cities and the two-level government model officially operate from today, July 1.
Venerable Thich Duc Thien affirmed that this is an extremely meaningful and important moment. Buddhism, with its tradition of patriotism over thousands of years of history, always accompanies the nation in every historical moment of the country, bringing faith, solidarity and confidence.
According to Venerable Thich Duc Thien, at this historic moment, all pagodas, monasteries and administrative boards across the country pray for national peace and prosperity. The ritual for praying for national peace and prosperity includes ringing the bell and drum three times. Then, there are the rituals of chanting the Medicine Master Lapis Lazuli Light Tathagata Sutra.
The ritual of ringing the bell and drum of Prajna three times is a special ritual of Buddhism during major ceremonies such as Buddha 's birthday, Vu Lan festival, Thuong Nguyen festival, ancestors' death anniversary, the establishment of the rainy season... pagodas and monks and nuns will ring the bell and drum of Prajna three times to show its sacredness, showing that this is a special communication to all sentient beings.
