On the morning of July 1, Prime Minister Pham Minh Chinh chaired a meeting of the Government Party Committee Standing Committee on a number of important issues, including a project related to cultural development to prepare for submission to competent authorities.
According to the head of the Government , the implementation of the Resolution of the 13th National Party Congress requires breakthroughs and acceleration to achieve the two 100-year goals set out. In which, culture is one of the very important elements.
Reiterating the view that "culture lights the way for the nation", culture is an endogenous strength, if culture exists, the nation exists, the Prime Minister emphasized that cultural development is the spiritual foundation of society.

This is also an area that the Party and State pay special attention to with many important and historical decisions such as issuing the Outline of Vietnamese Culture in 1943; issuing Resolution of the 5th Central Committee, Session VIII, on building and developing an advanced Vietnamese culture imbued with national identity (1998); organizing national cultural conferences in 1946 and 2021.
The cultural development project, according to the Government leader, is a difficult project, part of the overall recent strategic decisions aimed at creating breakthrough development in important pillar areas, along with the "four pillar" resolutions issued by the Politburo (on science and technology, innovation, digital transformation; international integration; law making and enforcement; private economic development).
Emphasizing the very broad concept of culture, the Prime Minister suggested research to continue building and perfecting the Project with a name in the direction of internationalizing national cultural identity and nationalizing the quintessence of world culture.
In particular, the Prime Minister said that it is necessary to determine goals by 2030 and by 2045, with general and specific goals as well as goals in cultural fields.
Regarding the guiding viewpoint, the Prime Minister emphasized the need to improve people's spiritual and material life, taking people as the center and subject, so that people can enjoy the results; make institutional breakthroughs to mobilize resources, especially public-private partnership.

In particular, he believes that cultural products can be commercialized and cultural workers can make a living from their profession with high incomes.
The Prime Minister noted the need to perfect institutions and mechanisms for developing the cultural and entertainment industry, smart management, and mechanisms for mobilizing and diversifying resources. Along with that, he requested training of human resources, strengthening propaganda, promotion and international cooperation in this field.
The Prime Minister assigned the Ministry of Culture, Sports and Tourism to receive comments and promptly complete the project to submit to competent authorities, ensuring progress and quality.
