Continuing to clear the flow of public investment capital disbursement in the last months of the year; ensuring the supply of scarce construction materials; accelerating site clearance for important projects; increasing investment in infrastructure of industrial parks and clusters, promoting the production of key industrial products of the province, are considered to play a very important role in promoting the completion of the province's growth target for 2025.
Besides, from now until the end of 2025 is also the initial period of operating the two-level government apparatus. Although the team of commune-level officials is well-organized, it still needs more time for everything to become smoother and work more effectively.
Directing at important conferences of the province after officially operating the 2-level local government, Provincial Party Secretary Nguyen Doan Anh suggested that in the last 6 months of the year, we must be determined and resolute in removing "bottlenecks", focusing on investment and business procedures, land access, site clearance, land allocation, land lease, handling of public assets, quality of human resources... to promote comprehensive development in all fields.
The Provincial Party Secretary also requested the Provincial People's Committee, departments and branches to guide and direct the transfer of project management from the district level to the commune level, to ensure progress and resolve difficulties for projects; continue to promote administrative reform, strongly improve the investment and business environment in an open, transparent and attractive direction. Organize the flow and immediately resolve work records according to the "green lane" priority mechanism to minimize the time to resolve administrative procedures, especially in the fields of investment, construction, land, minerals, enterprises, real estate business, etc.
For communes and wards, it is necessary to focus on stabilizing the ideology of cadres and civil servants; assigning and arranging jobs to clearly define people and jobs, suitable to their abilities and strengths to effectively advise on solving work according to assigned functions and tasks; commune leaders must be really close to the grassroots, reaching all the way to the villages and hamlets in the commune.
Many contents have been set by the head of the Provincial Party Committee and require urgent, responsible and effective action. Relevant departments, branches, communes and wards must identify this as a development order, an important political task of their locality and unit, in order to respond appropriately.
