Through practical records, currently, at stores, cafes, restaurants, and even traditional markets in the province, cashless payment methods have gradually become popular, creating favorable conditions for people when transacting and shopping.

Ms. Nguyen Thi Le Bich, owner of a grocery store on Trinh Kha Street (Hac Thanh Ward), said: "In the past, customers often only paid in cash, but recently, when shopping, people mainly pay by bank transfer, which is both convenient and also avoids confusion when there are many customers. At first, I just posted the account number so that customers could easily transfer money. Then, I contacted the bank to make a QR code so that people could scan the code to pay more easily, which is very convenient."

In order to create a favorable environment for the implementation of non-cash payment development goals, in recent times, Thanh Hoa province has promoted the implementation of mechanisms and policies, paying special attention to the development of information technology infrastructure. Thanks to that, the basic telecommunications infrastructure meets the requirements of comprehensive digital transformation of the province, well serving the operation and use of e-government system applications, non-cash payment applications and the need for information access of local people. specifically, telecommunications enterprises have invested in upgrading and developing technical infrastructure to ensure connectivity for non-cash services and intermediary payment services, such as: internet connection infrastructure, mobile coverage; integrated platform infrastructure, sharing information, data and interconnection with other systems; artificial intelligence technology platform, big data... By the beginning of July 2025, the whole province had 9,570 signal receiving stations; The current fixed telecommunications infrastructure has 14 switching stations and 2,785 fiber optic internet access devices; 100% of commune centers and most villages and hamlets have fiber optic transmission networks, well meet the demand for broadband internet services of organizations and individuals in the area... Thereby, ensure good service for the needs of people and businesses participating in using digital platforms and digital applications provided by state agencies.

Enterprises such as: Provincial Post Office, Viettel Post, VNPT, Viettel, Mobifone , FPT are gradually shifting from providing traditional services such as post, telecommunications, internet to providing new services serving digital transformation such as providing software, digital platforms, digital services, logistics... for state agencies and enterprises in the province, contributing to promoting the process of digital transformation. 100% of enterprises in the province use electronic invoice platforms, apply digital signatures in transactions with the tax, customs, social insurance sectors... Along with that, infrastructure and technology serving non-cash payments, electronic payments of the banking system continue to be focused on investment, improving quality, promoting efficiency, better meeting the increasing payment needs of society and adapting to the process of international economic integration.

Commercial banks have invested, built and developed information technology systems, operating platforms, and business processing that can reach customers through digital channels, providing safe and convenient banking products and services. The technical infrastructure for card payments continues to be improved and enhanced in quality. Many new services and payment methods such as opening accounts/opening cards electronically, paying/withdrawing money at ATMs using QR Codes... have been integrated by banks and payment intermediaries into products and services to enhance convenience, safety and security. Thereby contributes to popularizing non-cash payments to the people.

To date, the province has 368 ATMs and nearly 4,000 POS machines installed at retail establishments, distribution chains, hotels, and restaurants. Essential service providers such as electricity; clean water; medical and educational facilities... continue to upgrade technical infrastructure, standardize databases to connect and share information with payment service providers and payment intermediaries to meet the demand for non-cash payments.
