Tien Trang Commune Police mobilized to ensure security, order and traffic safety on the first day of operating the two-level local government.

Along with the implementation of the two-level government model, from July 1, the police of 166 communes and wards in the province have officially come into operation. As the core force in ensuring traffic safety and order at the grassroots level, in the first days of operating the new apparatus, the police force of communes and wards has been strengthened to the grassroots level to grasp the local situation. At the units, working groups were mobilized to coordinate with villages, residential groups and forces participating in ensuring traffic safety and order at the grassroots level, immediately implementing measures to ensure traffic safety on inter-village and inter-commune roads from the first days of transfer.

Along with ensuring traffic safety and order, working groups of the commune and ward police force also actively propagate, guide and disseminate legal regulations, mobilize people to raise their awareness of law compliance, and join hands to maintain security and order.

According to Lieutenant Colonel Nguyen Dang Tung, Deputy Head of Dong Son Ward Police, “Since the merger plan was announced, the unit has proactively developed a comprehensive plan and mobilized forces to ensure traffic safety and order on the streets. Every day, officers are assigned to patrol and control the routes so that traffic safety and order in the ward are not interrupted, contributing to ensuring security and order, effectively serving the task of local socio -economic development”.

Since the end of the district-level police force, the role of the commune-level police in ensuring security, order and traffic safety has been enhanced. The commune and ward police have directly developed plans and at the same time strengthened propaganda work to raise people's awareness of complying with traffic laws. In addition, units have established teams and fixed posts, increased patrols and closed controls on key routes and areas; promptly detected and strictly handled violations of traffic safety order.

The communal police force also closely coordinates with all levels and functional agencies to organize inspections and identify "black spots" and potential traffic accident spots to take remedial and preventive measures. At the same time, consult with competent authorities to direct appropriate solutions, not allowing complicated situations regarding traffic safety and order to occur.

In order to ensure that traffic safety work is not interrupted, on July 1, the Government Office sent a document to relevant ministries, branches and People's Committees of provinces and centrally run cities on the consolidation of local traffic safety boards and the implementation of a two-level local government model. Accordingly, the operation of provincial and municipal traffic safety boards will continue according to current regulations; ensure the full implementation of inter-sectoral coordination functions on traffic order and safety in the area; proactively organize and implement traffic order and safety activities in accordance with the actual conditions of the two-level government model. At the same time, direct communes and wards to urgently consolidate commune-level traffic safety boards. For communes, local authorities are allowed to temporarily stipulate the functions, tasks, powers and organizational structure of commune-level traffic safety boards and issue temporary operating regulations.

Based on the direction of the Government Office, the Provincial Traffic Safety Committee has focused on guiding communes and wards to improve the operation of the Traffic Safety Committee in the context of the two-level local government coming into operation, ensuring unity, smoothness, no interruptions and conformity with the new organizational model. Thereby, the new communes and wards promptly direct, operate and implement tasks and solutions to ensure traffic safety and order, overcome traffic congestion in the new communes and wards. At the same time, organize propaganda and widely disseminate to all classes of people in the new areas about legal regulations related to ensuring traffic safety and order in the new situation.
