Nghe An: Ensuring smooth operation of the 2-level government model

On July 1, at the regular June meeting, the People's Committee of Nghe An province assessed the economy in the first 6 months of the year and set out key tasks for the last 6 months of the year. The province is determined to achieve the growth target of 10.5% and ensure the smooth operation of the 2-level government model.

The meeting was chaired by Mr. Le Hong Vinh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, with the participation of Vice Chairmen of the Provincial People's Committee and leaders of Departments and branches. Many important issues were discussed.

According to the report at the meeting, in the second quarter of 2025 alone, the province's growth rate is estimated to reach 9.41%. Although it has not yet reached the scenario target (9.25% for 6 months), according to the leader of Nghe An Department of Finance, this is still the highest growth rate in the past 5 years, showing great efforts of the government and sectors, localities in managing and removing difficulties.

To achieve the above results, from the beginning of 2025, the Provincial People's Committee has developed a growth scenario for each quarter, proposed 6 key directions and management, 12 groups of tasks and major solutions with 177 specific tasks assigned to departments, branches and localities. The province also established 5 working groups led by Vice Chairmen of the Provincial People's Committee to directly direct, inspect and remove obstacles in branches and fields.

Chairman of the Provincial People's Committee Le Hong Vinh assessed these as bright spots, recognizing the great efforts of sectors and levels in the context of having to devote many resources to the revolution of streamlining the apparatus.

Based on those results, the most important and urgent task emphasized by the Chairman of the Provincial People's Committee Le Hong Vinh is to focus all efforts on implementing the organization of a two-level local government from July 1, 2025. He requested that the new apparatus must operate smoothly and continuously, without interruption or impact on people and businesses. To do this, the Working Groups must stay close to the grassroots, while the Departments and branches must strengthen guidance and establish hotlines to promptly resolve arising problems. The task of ensuring the smooth operation of technical infrastructure and information technology is assigned to the Department of Science and Technology, while the handling of surplus public assets is assigned to the Department of Finance, determined not to let it go to waste.

Along with stabilizing the organization, the annual growth target of 10.5% remains a big challenge. Chairman of the Provincial People's Committee Le Hong Vinh directed units to review targets, resolutely implement solutions, and regularly hold dialogues to remove difficulties for businesses.

In addition, the province also prioritizes the progress of key transport infrastructure projects such as coastal roads and Ban Mong reservoir; reviews the implementation of resettlement areas serving the North-South high-speed railway; focuses on appraising documents and allocating capital for support programs in the West.

Mr. Le Hong Vinh also requested the Department of Industry and Trade to strengthen market management and strictly handle counterfeit and poor quality goods, especially food and medicine.

The socio-cultural fields also received special attention. The Chairman of the Provincial People's Committee noted that it is necessary to carefully prepare for the upcoming Provincial People's Council meeting, complete the housing support program for the poor before July 31, 2025, and solemnly and meaningfully organize activities to celebrate the 78th anniversary of War Invalids and Martyrs Day. Issues of disease prevention, food safety, security and order, and preparation for the 20th Provincial Party Congress are also tasks that cannot be neglected in the last 6 months of the year.
