The North-South high-speed railway project was approved by the National Assembly in November 2024, with a total preliminary investment of about 1.7 million billion VND (more than 67.3 billion USD).
The 1,541 km long route, from Ngoc Hoi station ( Hanoi ) to Thu Thiem station (HCMC), passes through 15 provinces and cities including: Hanoi capital, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Hue, Da Nang , Quang Ngai, Gia Lai, Dak Lak, Lam Dong, Khanh Hoa, Dong Nai, Ho Chi Minh City (according to the old administrative boundaries, there were 20 provinces and cities).

Nghe An urges site clearance
The Standing Committee of Nghe An Provincial Party Committee issued Decision No. 3995-QD/TU, dated June 30, 2025, establishing the Steering Committee and the Working Group to assist the Steering Committee in site clearance for the North-South high-speed railway project, the section passing through Nghe An province. The Steering Committee is headed by the Secretary of the Provincial Party Committee. The People's Committee of Nghe An province has also recently issued Official Dispatch No. 5963/UBND-CN on reviewing and implementing resettlement areas to serve the North-South high-speed railway project, the section passing through the province.
Accordingly, based on the direction of Deputy Prime Minister Tran Hong Ha at the meeting on June 16, 2025 and the request of the Ministry of Construction on June 17, 2025, the Provincial People's Committee assigned the Department of Construction to preside over and coordinate with the Department of Agriculture and Environment and the People's Committees of related communes based on the basic design documents in the Pre-Feasibility Study Report and the site clearance boundary documents (GPMB) to urgently review the field and determine the resettlement needs of each locality. On that basis, synthesize, estimate the quantity, location, scale and total investment of each resettlement area, and report to the Provincial People's Committee before July 10, 2025.
The Department of Construction is assigned to advise the Provincial People's Committee to assign tasks to departments, branches, and localities to deploy resettlement areas, striving to start construction of at least one area on August 19, 2025 as required by the Government and the Ministry of Construction. The Department of Construction is also assigned to develop a model of the general design regulations for the construction of resettlement areas (road cross-sections, sidewalks, lighting, etc.) to guide unified implementation, to be completed before July 30, 2025.
In addition, the Department of Construction continues to review inappropriate points on the route according to the basic design documents, especially points overlapping with residential areas and concentrated production and business land, to advise the Provincial People's Committee to recommend the Ministry of Construction to handle promptly.
In addition, coordinate with the Department of Agriculture and Environment to advise on solutions to accelerate site clearance work; review and advise on adjusting urban planning, rural planning and related planning to ensure sufficient basis for implementing resettlement areas. The Department of Construction is also responsible for monitoring, urging and handling site clearance work and periodically reporting to the Provincial People's Committee on progress, difficulties and problems on the 15th and 30th of each month.
The Provincial People's Committee also assigned the Department of Agriculture and Environment to urgently coordinate with the Department of Construction and localities to conduct field inspections, review and compile statistics on resettlement needs. Take the lead in advising on land use quota allocation, submit adjustments to planning and land use plans to ensure a legal basis for site clearance work, and coordinate with the Department of Construction to develop solutions to speed up site clearance progress, to be completed before July 30, 2025.
The Department of Finance is assigned to advise on the process and procedures for implementing resettlement areas. The People's Committees of communes and wards where the project passes through shall coordinate with relevant departments and branches to review and synthesize the resettlement needs in the locality, and send a report to the Department of Construction before July 5, 2025 for general synthesis to serve the implementation work.
Vice Chairman of the Provincial People's Committee Hoang Phu Hien said: Implementing the direction of the Prime Minister and the Ministry of Construction, the People's Committee of Nghe An province has directed localities to base on the route in the Pre-Feasibility Study Report to propagate and notify people within the planned area of site clearance (GPMB), in order to raise awareness, limit illegal construction, and maintain security and order.
The province also directed departments, branches and localities to review affected households and residential areas to determine the scale, location and number of resettlement areas that need investment. Currently, the province is establishing a Steering Committee, a Land Acquisition and Site Clearance Working Group and developing an implementation plan.

It is expected that Nghe An province will have more than 30 resettlement areas. The rearrangement of commune-level administrative units also affects the adjustment of various types of planning, including resettlement planning, so it takes time to survey.
The basic route runs parallel to the East with the North-South Expressway, then shares the same corridor and lies between the expressway and the Vinh bypass. The route crosses the old National Highway 46, the current railway line and the Lam River at Hung Khanh Commune, the old Hung Nguyen District, now Hung Thanh Commune, to enter Ha Tinh Province.

According to Resolution 172/2024/QH15, the North-South high-speed railway project has a total route length of about 1,541 km; the starting point is at Ngoc Hoi station (Hanoi capital), the ending point is at Thu Thiem station (Ho Chi Minh City).
The project applies advanced and modern technology, ensuring safety, synchronization, quality and efficiency. Encourage the application of high technology in construction organization, adapting to climate change.
The project applies rail technology commonly used in the world; train technology using EMU distributed power; signal information equivalent to the system currently used in countries operating high-speed railways.
The North-South high-speed railway will create a vital traffic axis, connecting key economic regions from the North to the South, contributing to the optimal restructuring of the transport market share on the North-South corridor; creating the premise and driving force for socio-economic development, ensuring national defense and security.
The operation of the high-speed railway will reduce pressure on current roads and air routes, especially in the context of frequent overloading of roads and traffic accidents remaining a pressing issue. According to estimates, the high-speed railway on the North-South axis will save costs due to reduced traffic accidents of about 849 million USD in 2040 and about 1,906 million USD in 2050.
