Strategic projects
The North-South high-speed railway project was approved by the National Assembly in November 2024, with a total preliminary investment of about 1.7 million billion VND (more than 67.3 billion USD).
The 1,541 km long route, from Ngoc Hoi station ( Hanoi ) to Thu Thiem station (HCMC), passes through 15 provinces and cities including: Hanoi capital, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Hue, Da Nang , Quang Ngai, Gia Lai, Dak Lak, Lam Dong, Khanh Hoa, Dong Nai, Ho Chi Minh City (according to the old administrative boundaries, there were 20 provinces and cities).
The route uses a double-track gauge of 1,435 mm, a design speed of 350 km/h, and a load capacity of 22.5 tons/axle. The entire route has 23 passenger stations and 5 freight stations, serving high-speed transport and can be converted to freight when needed.

This is a strategic infrastructure project that promotes socio-economic development, increases inter-regional connectivity, and serves national defense and security goals. The project is expected to start construction before December 31, 2026 and be basically completed by 2035.
Nghe An urges site clearance

The Standing Committee of Nghe An Provincial Party Committee issued Decision No. 3995-QD/TU, dated June 30, 2025, establishing the Steering Committee and the Working Group to assist the Steering Committee in site clearance for the North-South high-speed railway project, the section passing through Nghe An province. The Steering Committee is headed by the Secretary of the Provincial Party Committee. The People's Committee of Nghe An province has also recently issued Official Dispatch No. 5963/UBND-CN on reviewing and implementing resettlement areas to serve the North-South high-speed railway project, the section passing through the province.

Accordingly, based on the direction of Deputy Prime Minister Tran Hong Ha at the meeting on June 16, 2025 and the request of the Ministry of Construction on June 17, 2025, the Provincial People's Committee assigned the Department of Construction to preside over and coordinate with the Department of Agriculture and Environment and the People's Committees of related communes based on the basic design documents in the Pre-Feasibility Study Report and the site clearance boundary documents (GPMB) to urgently review the field and determine the resettlement needs of each locality. On that basis, synthesize, estimate the quantity, location, scale and total investment of each resettlement area, and report to the Provincial People's Committee before July 10, 2025.

The Department of Construction is assigned to advise the Provincial People's Committee to assign tasks to departments, branches, and localities to deploy resettlement areas, striving to start construction of at least one area on August 19, 2025 as required by the Government and the Ministry of Construction. The Department of Construction is also assigned to develop a model of the general design regulations for the construction of resettlement areas (road cross-sections, sidewalks, lighting, etc.) to guide unified implementation, to be completed before July 30, 2025.

In addition, the Department of Construction continues to review inappropriate points on the route according to the basic design documents, especially points overlapping with residential areas and concentrated production and business land, to advise the Provincial People's Committee to recommend the Ministry of Construction to handle promptly.

In addition, coordinate with the Department of Agriculture and Environment to advise on solutions to accelerate site clearance work; review and advise on adjusting urban planning, rural planning and related planning to ensure sufficient basis for implementing resettlement areas. The Department of Construction is also responsible for monitoring, urging and handling site clearance work and periodically reporting to the Provincial People's Committee on progress, difficulties and problems on the 15th and 30th of each month.

The Provincial People's Committee also assigned the Department of Agriculture and Environment to urgently coordinate with the Department of Construction and localities to conduct field inspections, review and compile statistics on resettlement needs. Take the lead in advising on land use quota allocation, submit adjustments to planning and land use plans to ensure a legal basis for site clearance work, and coordinate with the Department of Construction to develop solutions to speed up site clearance progress, to be completed before July 30, 2025.

The Department of Finance is assigned to advise on the process and procedures for implementing resettlement areas. The People's Committees of communes and wards where the project passes through shall coordinate with relevant departments and branches to review and synthesize the resettlement needs in the locality, and send a report to the Department of Construction before July 5, 2025 for general synthesis to serve the implementation work.

Vice Chairman of the Provincial People's Committee Hoang Phu Hien said: Implementing the direction of the Prime Minister and the Ministry of Construction, the People's Committee of Nghe An province has directed localities to base on the route in the Pre-Feasibility Study Report to propagate and notify people within the planned area of ​​site clearance (GPMB), in order to raise awareness, limit illegal construction, and maintain security and order.

The province also directed departments, branches and localities to review affected households and residential areas to determine the scale, location and number of resettlement areas that need investment. Currently, the province is establishing a Steering Committee, a Land Acquisition and Site Clearance Working Group and developing an implementation plan.

It is expected that Nghe An province will have more than 30 resettlement areas. The rearrangement of commune-level administrative units also affects the adjustment of various types of planning, including resettlement planning, so it takes time to survey.

Which new communes of Nghe An does the North-South high-speed railway pass through?
According to the Feasibility Study Report on the North-South High-Speed ​​Railway Construction Investment Project by the Railway Project Management Board under the Ministry of Construction: The North-South High-Speed ​​Railway route passing through Nghe An province has a total length of 85.5km, and is expected to have 2 shunting stations to serve maintenance equipment (such as compactors, road chopping machines, ballast air conditioners) and storage of supplies and materials. The route is studied and determined in two main sections:
* Section 1 from Hoang Mai town (old) to Than Vu mountain: After passing Truong Lam mountain (old Tinh Gia district of Thanh Hoa province), the route will avoid the Hoang Mai Cement Factory area, in Hoang Mai 1 commune, heading west, located between the current North-South railway corridor and the expressway according to local planning. The route passes through Quynh Van and Quynh Son communes (old Quynh Luu district) and Minh Chau, Tan Chau, Hung Chau, Duc Chau, Dien Chau, An Chau communes (old Dien Chau district) of Nghe An province, the route runs parallel to the current railway, from 100m to 400m to the west.
* Section from Than Vu mountain to Lam river: The route passes through Than Vu tunnel, now Tan Chau commune (old Dien Chau district) and Nghi Dong commune (old Nghi Loc district), avoiding O O dam, continuing to run along the planning corridor of the Southeast Economic Zone.
The basic route runs parallel to the East with the North-South Expressway, then shares the same corridor and lies between the expressway and the Vinh bypass. The route crosses the old National Highway 46, the current railway line and the Lam River at Hung Khanh Commune, the old Hung Nguyen District, now Hung Thanh Commune, to enter Ha Tinh Province.

* About the station:
In Nghe An province, there will be a high-speed railway station, specifically: Vinh Station located in Hung Nguyen commune (Hung Tay, old Hung Nguyen district), located in the area between VSIP industrial park and the new National Highway 46. Vinh Station connects the western area of ​​the inner city with the city center. This is a station with 4 lines, serving all trains stopping here.

Specifically: Project to improve transmission capacity of 110kV line 1 from Hung Dong 220kV station to Quynh Luu 110kV station: pole positions such as VT63, VT66 and VT50 overlap with the high-speed railway corridor, need to be moved and agreed upon a new route.
Project to improve transmission capacity of 110kV Hung Dong - Nam Dan - Thanh Chuong - Do Luong line: VT1.23 and VT25A columns are located in the heart of the railway, forcing them to be completely adjusted outside the protection corridor.
The Nghi Loc district low-voltage grid renovation project (project name) and many other medium-voltage projects scheduled to be implemented in the 2025 - 2026 period also have connection locations coinciding with the high-speed railway intersection.
Information about High Speed ​​Rail Depot
Depot is a place to assemble, maintain and service trains, and also serves technical work such as inspecting vehicles and construction equipment... Vinh Depot is located in Lam Thanh and Hung Nguyen Nam communes (Hung Nghia, Thong Tan of the old Hung Nguyen district) with the function of serving the exploitation of the Ngoc Hoi - Vinh section.

According to Resolution 172/2024/QH15, the North-South high-speed railway project has a total route length of about 1,541 km; the starting point is at Ngoc Hoi station (Hanoi capital), the ending point is at Thu Thiem station (Ho Chi Minh City).

Previously, the Ministry of Construction also proposed that each province and city establish a Steering Committee for site clearance of the project, headed by the Secretary of the Provincial Party Committee (or City Party Committee) to ensure unified direction and synchronous mobilization of the political system from the province to the grassroots level. Along with that, the provinces and cities need to complete the investment approval procedures for at least 1 resettlement area before August 19, 2025 - the expected time to start and break ground for some items of the project.

The project applies advanced and modern technology, ensuring safety, synchronization, quality and efficiency. Encourage the application of high technology in construction organization, adapting to climate change.

The project applies rail technology commonly used in the world; train technology using EMU distributed power; signal information equivalent to the system currently used in countries operating high-speed railways.

The North-South high-speed railway will create a vital traffic axis, connecting key economic regions from the North to the South, contributing to the optimal restructuring of the transport market share on the North-South corridor; creating the premise and driving force for socio-economic development, ensuring national defense and security.

The operation of the high-speed railway will reduce pressure on current roads and air routes, especially in the context of frequent overloading of roads and traffic accidents remaining a pressing issue. According to estimates, the high-speed railway on the North-South axis will save costs due to reduced traffic accidents of about 849 million USD in 2040 and about 1,906 million USD in 2050.
