Present at the Public Administration Service Center of Hoa Binh Ward to complete judicial procedures, Ms. Nguyen Thi Hoa (Group 15, Hoa Binh Ward) could not hide her excitement: Although many wards were merged, I was a bit worried about changing documents, but when I came here, the staff guided me very enthusiastically, the processing process was quick, without causing pressure or trouble. I believe that the new apparatus will operate effectively, truly for the people.

Mr. Hoang Chau Khoi, Vice Chairman of the People's Committee of Hoa Binh Ward, shared: The primary goal of restructuring the apparatus is to build a streamlined government that operates effectively, efficiently, and is close to the people and directly meets the needs of the people and businesses. We have quickly completed personnel, stabilized the organization, rearranged facilities, and promoted the application of information technology to ensure the apparatus operates smoothly, bringing practical benefits to the common development.
This is part of the province's strategic move to build a two-tier government model (province and commune/ward level), streamlining the intermediate level. This change is not only a revolution in organizational structure, but also a fundamental shift in management thinking from "administrative management" to "urban service", putting people at the center of all decisions.
Hoa Binh Ward was established on the basis of merging 7 old wards, with a population of more than 78,000 people, officially becoming the urban core area. Its strategic location, stretching along both banks of the Da River, connected by an existing bridge system and bridges under planning, gives the ward an unprecedentedly great development potential.
According to the Hoa Binh Urban Master Plan until 2045, this area is identified as the political - administrative, cultural, commercial - service center of the province. The development vision does not stop at expanding space but also shapes a multi-functional, modern, green, smart and ecological urban model.
The joint efforts and consensus of the entire political system and the people are the key factors for Hoa Binh ward to overcome the transitional period, stabilize soon and promote its role as a locomotive, create new momentum, and help the central urban area take off in the near future.
