Focus on preventing and responding to Storm No. 5 (KAJIKI)

According to the forecast of the National Center for Hydro-Meteorological Forecasting and international forecasting centers, Storm No. 5 (KAJIKI) may reach level 12-13, gusting to level 15-16 in the Gulf of Tonkin. This is a very strong storm, moving quickly, with a very wide and dangerous range and intensity of influence on the sea and land. To effectively prevent, combat and respond to Storm No. 5, the Standing Committee of Lao Cai Provincial Party Committee requested departments, branches and localities to focus on preventing, combating and responding to Storm No. 5.

Specifically, Party committees, authorities, the Vietnam Fatherland Front and socio- political organizations, and members of the Provincial Party Committee must thoroughly grasp and seriously and effectively implement the directions of the Secretariat and the Prime Minister's telegrams; strengthen supervision, inspection, and response to Storm No. 5 (KAJIKI) and post-storm circulation according to the "4 on-site" motto, ensuring the safety of people's lives and property and State property.

The heads of Party committees and heads of agencies and units consider this an important and regular task and must directly lead, direct, and assign specific tasks according to the four clear criteria of "clear people, clear work, clear responsibilities, and clear completion time" to strictly and effectively implement it.

In addition, it is necessary to mobilize the maximum forces and means of agencies, organizations and people to participate in responding to Storm No. 5; strengthen the communication network from the province to the grassroots, ensure two-way information, smooth in all situations and timely reporting for effective handling when the storm passes; strictly implement the on-duty, information and reporting regime according to regulations.

The Provincial Party Committee directs to regularly monitor closely the movement and impact of storm No. 5; develop response and storm prevention plans when natural disasters occur; assign leaders of the Provincial People's Committee, members of the Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue (to be completed before 11:00 a.m. on August 25, 2025) to inspect, direct and urge the work of prevention, control and recovery, ensuring timely implementation of effective prevention and response measures before, during and after storms and storm circulation.

In addition, organize inspection and assessment of the quality and safety conditions of works, dams, hydropower plants, and irrigation reservoirs; direct owners of hydropower reservoirs and dams to organize reservoir operations according to approved procedures, develop and implement plans to protect the safety of reservoirs and dams, and flood prevention plans according to regulations; urgently direct dredging and clearing of stream systems and drainage culverts in areas at risk of flooding in the area.

Prepare conditions for logistics, finance, equipment, vehicles, food, provisions, and preventive medicine to be ready to implement the "4 on-site" motto in responding to storms and floods; resolutely evacuate people and assets of agencies, organizations, individuals, and people to safe places; absolutely do not let people travel or move in dangerous areas, areas at risk of flash floods, inundation, and landslides; proactively develop plans to ensure emergency, transportation, and treatment for people; do not let people go hungry, cold, or have no place to live - accurately update the developments of the storm, direction, management, damage, and remedial plans (if any) and report to the Standing Committee of the Provincial Party Committee (through the Provincial Party Committee Office) before 3:00 p.m. every day.

The Provincial Public Security Party Committee closely monitors weather developments, proactively coordinates closely with other forces; notifies and guides people to immediately implement measures to minimize damage to people and property caused by storms, floods and rains; closely coordinates with local Party committees and authorities to urgently evacuate people, vehicles and property from dangerous areas to safe places, especially areas at high risk of deep flooding, landslides, flash floods, etc.

At the same time, arrange forces and means to ensure security and order, prevent and combat crimes before, during and after storms; ensure order, traffic safety, safety of people and vehicles on the roads; proactively advise on road closures in necessary cases to ensure safety; promptly organize rescue and support people to overcome the consequences of storms, floods, inundation and landslides.

The Provincial Military Party Committee presides over and closely coordinates with the Provincial Police Party Committee and relevant units to develop plans and prepare necessary forces and means to be ready to support localities in response, prevention, rescue, and evacuation of people; promptly respond to and handle emergency situations caused by storm No.

The Standing Committee of the Provincial Party Committee also directed the Party Committees of communes and wards to proactively develop plans and strategies to prevent, respond to, and overcome the consequences of storm No. 5; prepare forces and means according to the "4 on-site" motto to proactively respond; organize the cutting and trimming of urban trees, reinforce billboards, telecommunication poles, and high-altitude structures to ensure safety against strong winds; promptly warn of areas at risk of deep flooding, landslides, flash floods, and landslides; minimize damage; assign leaders and officers to be on duty seriously and in accordance with regulations; closely follow the grassroots to promptly handle arising issues; implement the information and reporting regime in accordance with regulations.

The Vietnam Fatherland Front Committee of the province and socio-political organizations continue to promote their role in gathering forces, mobilizing union members, association members and people from all walks of life to actively and promptly support people in preventing, combating and overcoming the consequences of natural disasters.

The Provincial Party Committee Office shall preside over and coordinate with relevant agencies to monitor and synthesize the situation, and daily report to the Provincial Party Committee Standing Committee and the Central Office as required.
