According to the Secretary of the City Party Committee, 2025 is a year of special importance, the last year of the term and the year of the Party Congresses at all levels for the 2025-2030 term, the 18th Hanoi Party Congress, towards the 14th National Congress of the Party; it is also a year with many important holidays and anniversaries of the Capital and the country. This is also the year the City continues to thoroughly grasp and focus on implementing the guiding thoughts and major orientations of the Party Central Committee and General Secretary To Lam on the new era - the era of national development.
In the first months of 2025, in the context of the complicated and unpredictable international and regional situation, closely following the policies and directions of the Party Central Committee, the Politburo, the Secretariat, the National Assembly, and the Government, along with the solidarity and efforts of the entire political system and the people of the capital, Hanoi has achieved important and comprehensive results in many fields.
Hanoi has completed the rearrangement of administrative units according to the two-level local government model. The whole city has 126 communes and wards, ensuring a streamlined organizational structure, effective and efficient operations, opening up development space, and improving the quality of service to the people. The city has promptly completed the political system in new communes and wards; guided the organization of the first session of the People's Council at the commune level in accordance with the law, ensuring that the new government operates smoothly and effectively from the beginning. Up to now, the implementation of the two-level government model in the city has basically been put into stable operation and has initially shown effectiveness.
The socio-economic situation of the capital has achieved many positive results. In the first 6 months of the year, the city's GRDP growth reached 7.63%, higher than the same period last year (the previous year increased by 6.13%) and higher than the national average (increased by 7.52%); major balances were ensured; the total state budget revenue in the city was 392.2 trillion VND, reaching 77.6% of the estimate, up 51.4% over the same period last year; the investment environment was improved, attracting foreign direct investment (FDI) reaching nearly 3.7 billion USD, 2.2 times higher than the same period; the number of tourists to Hanoi increased sharply, reaching 3,694 thousand arrivals, of which international visitors reached 2,636 thousand arrivals, up 22.1% over the same period in 2024.
Urban management, beautification and development have changed positively. The New Rural Development Program continues to receive attention. The fields of culture, health care and relic restoration receive special attention and investment. Education and training, physical education and sports continue to affirm their leading position nationwide in terms of quality. People's health care is taken care of, people's lives are improved and raised. The city has directed drastic measures and solutions to thoroughly and promptly overcome and handle environmental pollution problems, waste treatment, wastewater, waste, air pollution control... resolutely handle the source of pollution, gradually revive rivers, especially To Lich River, strive for "clean - bright" inner-city rivers.

In addition, the City also focuses on implementing many important and strategic tasks such as: continuing to synchronously and comprehensively implement Resolution No. 15-NQ/TW of the Politburo, the Capital Law 2024, the Capital Planning for the period 2021-2030, vision to 2050 and the Capital Construction Master Plan to 2045, vision to 2065; promptly and effectively implementing 4 strategic Resolutions of the Politburo on innovation, reform and breakthrough.
“It can be affirmed that the above results achieved by the capital Hanoi are the result of the efforts of the entire Party Committee, government and people of the capital, including the close and drastic leadership and direction of the City Party Committee, the People's Council and the People's Committee; the attention and direction of the Central agencies, the Hanoi National Assembly Delegation and the support of voters and people of the capital, and especially the proactiveness, companionship, active participation and responsibility of the City People's Council and its delegates,” the Secretary of the City Party Committee emphasized.
Strive to complete goals and targets by 2025
According to Secretary of the City Party Committee Bui Thi Minh Hoai, in recent times, the Standing Committee of the City People's Council has closely and effectively coordinated with the City People's Committee and city agencies in the work of arranging and perfecting the organization and apparatus of the city government. The coordination between the National Assembly Delegation, the Standing Committee of the City People's Council, the City People's Committee, and the Vietnam Fatherland Front Committee has become increasingly close and effective, especially in developing plans and issuing resolutions, mechanisms, and policies of the city.
In the first 6 months of the year, the City People's Council held 5 sessions (including 1 regular session and 4 thematic sessions) to carry out urgent tasks, pass important resolutions with far-reaching impacts on organizational arrangement, apparatus, improve the effectiveness and efficiency of all levels of government, policies and mechanisms, and measures to ensure the tasks of socio-economic development, public investment, and social security of the City.
The City People's Council and the Standing Committee of the City People's Council continue to effectively implement Project No. 15-NQ/TU of the Standing Committee of the City Party Committee on "Improving the capacity, effectiveness and efficiency of the People's Councils at all levels in the 2021-2026 period in conjunction with the pilot implementation of the urban government model and the consolidation of rural government in Hanoi"; Resolution No. 594 of the National Assembly Standing Committee on "Guidelines for the supervision activities of the People's Council, the Standing Committee of the People's Council, the People's Council Committee, the People's Council Delegation and People's Council delegates". Closely following the directions of the Central and the City Party Committee, grasping and selecting the correct and accurate contents, important and urgent issues, close to the practical requirements of the City and voters and people to organize supervision, questioning and explanation in order to promptly overcome shortcomings, limitations and inadequacies and thereby propose mechanisms and policies in the fields serving the development goals of the City.

The City People's Council delegates have always innovated and improved the quality of their activities, contacted voters, listened to and fully reflected their opinions, aspirations and recommendations; fully demonstrated their responsibilities when being trusted by voters and the People.
Secretary of the City Party Committee Bui Thi Minh Hoai said that the results achieved by Hanoi in the first 6 months of the year are a very important premise, but the remaining tasks for the last 6 months of 2025 still have many difficulties and challenges.
Therefore, at this Session, the Secretary of the Hanoi Party Committee requested the delegates of the City People's Council to focus on discussing, thoroughly analyzing, clearly pointing out the causes, especially subjective causes, proposing effective and synchronous solutions in directing, operating and organizing implementation, in order to promote all resources of the City, overcome limitations and weaknesses, propose solutions to strive to complete the goals, targets and plans for 2025.
In particular, on the basis of objective and comprehensive analysis and assessment of the results of the implementation of the tasks of socio-economic development, budget finance and public investment in the first 6 months of 2025 of the City; the shortcomings, limitations, difficulties, obstacles and causes for thorough discussion, especially analyzing, forecasting and fully quantifying the factors affecting and influencing the tasks of the last 6 months of 2025 of the City to ensure closeness to reality, breakthrough, efficiency, scientific nature and high feasibility. In particular, it is necessary to thoroughly grasp the Party's viewpoints and policies through the 4 pillar Resolutions that have been issued in the recent past, especially when the City switches to operating under a two-level government model from July 1, 2025.
In addition, continue to research and effectively concretize specific mechanisms and policies that the Politburo and the National Assembly have prioritized for the City (such as the 2024 Capital Law and the Plans approved by the Prime Minister) to further improve the investment and business environment, contributing to attracting, managing and effectively using all resources for development.
“I suggest that when discussing and considering resolutions, the People's Council delegates need to have a long-term vision, with the mindset of daring to think, daring to do, daring to take responsibility. At the same time, the resolutions must put people and businesses at the center. The policies issued must be feasible, procedures must be reduced, and must really come into life. The People's Council needs to further promote its supervisory role to ensure that policies really come into life, not just on paper,” the Secretary of the Hanoi Party Committee requested.

The Secretary of the Hanoi Party Committee also requested that People's Councils and People's Committees at all levels tighten discipline and order and promote the responsibility of leaders in implementing the two-level local government model to ensure smooth, efficient, effective and efficient operations. The situation of "hot above, cold below", shirking and avoiding responsibility must be put to an end. Each level, each sector and each cadre must clearly define their roles and functions. Work contents must be carried out in a drastic and transparent manner, with clear people, clear work, clear progress, clear results and clear responsibilities.
“The success of the Capital Law, digital transformation, or any other policy depends on people, on the staff. I suggest that each People's Council delegate, each cadre, civil servant, and public employee need to promote intelligence, courage, integrity, and a spirit of building and serving the people and businesses. We must resolutely fight against negative manifestations, corruption, and group interests that may arise in the process of building and implementing new mechanisms and policies,” emphasized Secretary of the Hanoi Party Committee Bui Thi Minh Hoai.
From there, the Secretary of the City Party Committee requested the People's Council, the Standing Committee of the People's Council, and the City People's Council delegates to continue to be more proactive, active, and innovative, promoting their roles, functions, tasks, and powers according to regulations. Focus on selecting areas that the City Party Committee focuses on directing; pressing, prominent issues that voters and public opinion are interested in to monitor, question, and explain.
“With the highest spirit and determination to successfully implement the goals and tasks of 2025, we believe that the 25th session of the City People's Council will successfully complete the contents and promote the intelligence, creativity and innovation of the People's Council delegates to decide on important issues of the city" - Secretary of the Hanoi Party Committee emphasized.
