On September 2, 1945, at the historic Ba Dinh Square, President Ho Chi Minh solemnly read the Declaration of Independence, giving birth to the Democratic Republic of Vietnam (now the Socialist Republic of Vietnam). In the Declaration, Uncle Ho affirmed the right to life, freedom and the pursuit of happiness of the Vietnamese people - sacred values that many generations had sacrificed their blood to achieve. September 2, 1945 became a milestone in the journey of national construction, marking the birth of an independent nation after many years of occupation and war.
Over the past 80 years, our country has experienced countless difficulties, but the aspiration for “a rich people and a strong country” has never died. Throughout 8 decades full of hardships and challenges, economic development has always played a central role in the revolutionary cause of the Party and the nation. The 80-year journey of economic development is not only an epic of courage, intelligence, will to innovate and the strength of great national unity, but also a process of transforming leadership thinking, perfecting institutions, national governance, global integration, and realizing the aspiration to create a bright future for the country.
To develop the country's economy, it is necessary to ensure national energy security. Before alternative energy sources such as wind power and solar power were developed, oil was one of the most important raw materials of modern life. From oil, electricity, gasoline and many other products are created. In 1959, during his visit to the Republic of Azerbaijan, when he came to the Baku Oil and Gas Industrial Zone, President Ho Chi Minh told the leaders and oil and gas engineers of the neighboring country that Vietnam has a sea, so it will certainly have oil. After Vietnam won the resistance war, Uncle Ho hoped that the Soviet Union in general and Azerbaijan in particular would help Vietnam build strong oil and gas industrial zones like Baku. That is a saying that shows Uncle Ho's wish and determination to build a strong oil and gas industry. It can be said that he was the one who laid the foundation for the Vietnamese oil and gas industry.
In the early 1990s, when Vietnam opened up for integration, the Government chose Quang Ngai - a Central province with many difficulties - as the location for the country's first oil refinery. That decision was both strategic in terms of energy and a boost to the socio-economic development of the Central region. After many years of surveying, designing and constructing, in early 2009, Dung Quat Oil Refinery officially began commercial operations. This is a national key project, a vivid demonstration of Vietnam's mettle and intelligence in mastering petrochemical refining technology - a field that is considered the "playground" of industrial powers. 50 years after Uncle Ho visited Baku, Vietnam's oil and gas industry has completed the puzzle after Dung Quat Oil Refinery produced its first commercial product - fulfilling Uncle Ho's wish for a complete and strong oil and gas industry. Dung Quat Refinery, managed and operated by BSR , has opened a new era: Vietnam officially entered the group of countries with petrochemical refining industry. From here, the dream of petrochemical refining has come true, associated with the industrialization and modernization of the country.
Pillar of national energy security
Since its commercial operation, BSR has produced and brought to market over 100 million tons of various petroleum products, meeting over 30% of domestic consumption demand. The product lines of gasoline, diesel, LPG, jet fuel... from Dung Quat have become the blood vessels circulating throughout the country, from mountainous areas to islands, contributing to maintaining the stability of the economy. During the global energy market crisis, BSR has further demonstrated its important role as an "energy shield". When oil prices fluctuate, world supply is disrupted, especially in the context of military conflicts and geopolitical fluctuations occurring in many places around the world... Dung Quat Refinery still maintains continuous production, providing stable products to the domestic market. This is a key factor in stabilizing the petroleum market, maintaining national energy security.
Not only does it play a production role, BSR also makes a major contribution to the budget. In more than 16 years of operation, BSR has paid over VND238 trillion to the state budget and over VND52.1 trillion in after-tax profit, becoming the economic locomotive of Quang Ngai province. The presence of Dung Quat Refinery has also changed the socio-economic landscape of Quang Ngai, attracting a series of heavy industry projects, supporting industries, logistics services, creating direct and indirect jobs, and raising the local status.
While BSR's role as a pillar in ensuring energy security has been clearly affirmed, another less known but extremely important mission is the production of special fuels for national defense. For many years, Vietnam had to import military fuel from abroad. However, geopolitical fluctuations have caused supply disruptions, potentially affecting the military's training and combat readiness. Faced with this challenge, BSR's team of engineers and experts have devoted themselves to research, testing and successfully produced special fuels such as Jet A-1K (jet fuel for military aircraft), DO L-62 oil (fuel for submarines), A-80 gasoline (fuel for military equipment and vehicles), etc.
This success marks a major turning point, helping Vietnam to proactively source special fuels for national defense and security. This is not only a proud result of science and technology, innovation, but also a symbol of the spirit of serving the Fatherland. With intelligence and creativity, BSR workers have directly contributed to protecting sovereignty, affirming their ability to master oil refining technology. Special fuels produced from Dung Quat have fueled flights, fleets, and military vehicles, contributing to maintaining national security and defense in the context of complex developments in regional and world security.
With a pioneering position in the energy and petrochemical industry, BSR is continuing its development aspirations. BSR's development strategy does not stop at the safe and stable operation of Dung Quat Refinery, but is focusing on implementing the Factory Upgrade and Expansion Project to increase capacity and optimize products. In addition, BSR promotes research and development of new products, especially environmentally friendly fuels, sustainable aviation fuel (SAF), and high value-added petrochemical products. This is an inevitable direction in the context of the world entering the era of energy transition and green development. BSR also aims to become a Vietnam Oil and Gas Refining Corporation, competitive enough in the region, playing the role of the country's energy and petrochemical center. This vision demonstrates the pioneering spirit, daring to go ahead, and the aspiration to serve the Fatherland with modern scientific and technological capabilities.
Along with its production and business tasks, BSR always cares about and reaches out to the community through practical and meaningful social security programs. To date, BSR has spent more than VND 900 billion to sponsor and implement many social security programs across the country, contributing to the construction of schools, hospitals, charity houses, granting scholarships to poor but studious students and supporting people affected by natural disasters. These programs have brought profound human values, improved people's material and spiritual lives, opened up opportunities for learning, health care, created sustainable livelihoods, and affirmed BSR's role and social responsibility to the community.
In the 80-year journey of building the country, BSR is proud to contribute its efforts to that cause. Dung Quat Refinery not only realizes the Vietnamese people's dream of oil refining, but also provides special fuels for the army, affirming the nation's self-reliance and self-reliance. In the future, with the aspiration to reach far and a sustainable development strategy, BSR will continue to accompany the country on the path of integration, becoming a solid pillar contributing to ensuring national energy security and national defense security.
