Planning status
According to the Department of Construction, up to now, the province has basically completed all types of planning according to the management sector, including provincial planning, land use planning, forestry planning and construction planning according to the 2017 Planning Law. Construction planning levels have also been implemented, from inter-commune regional planning to detailed planning of urban and rural areas and architectural management regulations.
However, in addition to the achievements, construction planning in Lam Dong still faces many challenges. One of them is the overlapping and lack of synchronization between plans. The lack of consistency between sectoral plans and planning management of many sectors has caused difficulties in attracting investment and implementing projects. This is like building a house where the drawings between the rooms do not match, causing difficulties in construction and use.
In addition, the quality of planning is also a matter of concern. The planning content is not really suitable for the investment objectives. Some areas have ensured all levels of planning, but the planning content organized and approved by state agencies does not meet the investment objectives of investors. This makes investors feel hesitant and do not want to "pour capital" into projects with unclear planning that does not match their wishes.
Another fact is that some important and key projects of the province such as: expressway projects, resettlement projects for expressways have been stuck in planning, leading to delays. In some places, there are investors who want to invest but there is no suitable land use planning.
Determined to remove obstacles
Faced with difficulties in planning, the province has shown great determination in removing these bottlenecks. A series of synchronous solutions have been deployed, with the goal of creating an open and attractive investment environment. In particular, the Department of Construction is focusing on advising the Provincial Party Committee and the Provincial People's Committee to issue policies and planning orientations to remove difficulties for projects and direct departments, branches and localities to strengthen planning, planning management and coordination in organizing the implementation of planning.
The Department is also reviewing and evaluating plans, analyzing difficulties and obstacles in the process of project implementation to promptly resolve and develop plans and lists for implementing planning levels in accordance with the Government 's regulations on handling difficulties and obstacles in establishing new, adjusting and approving zoning plans for urban areas.
Focus on completing the planning and approval of Lam Dong province, ensuring consistency, synchronization and compliance with the provincial planning. Therefore, in the coming time, the planning task will be assigned to functional units under the state management system, combined with consulting planning ideas from reputable domestic and foreign consulting units. At the same time, consulting on planning from organizations, individuals, communities, experts and improving the quality of assessing the actual financial capacity and experience of investors during the selection process. To further improve the effectiveness of planning management and remove difficulties for projects, the Department of Construction recommends promoting the dissemination of planning laws to raise awareness of people and businesses about the role of planning in socio -economic development.
With synchronous and drastic solutions, it is expected that in the coming time, the "bottlenecks" in planning work will be completely removed, creating momentum for socio-economic development, so that Lam Dong becomes an attractive destination for investors, a livable land for people.
