Surprised by the professionalism
On the morning of July 2, as soon as she stepped into the door of the Public Service Center of Thuy Xuan Ward, Ms. Tran Thi Ngoc Anh, a resident of Thuy Bieu Ward (old), was greeted by young volunteers and guided to the administrative procedure (AP) desks. At the AP counter, Ms. Anh was enthusiastically guided by the staff, and after a short time, she completed the documents certifying her son's degree. Ms. Anh expressed: "At first, I was worried that the new ward and new headquarters would have difficulties, but I was completely surprised. From the guidance of the young people to the staff processing the documents, everything was quick and professional. After just a few minutes, I completed my documents."
Also here, Mr. Nguyen Truong Phuc came to apply for a change in land use purpose. Not familiar with processing documents online, Mr. Phuc was instructed by the staff on how to use the VNeID application and was enthusiastically guided through each operation. Mr. Phuc shared: “Before, I was very hesitant every time I did procedures related to land, but now it is completely different, much simpler.”
Mr. Vo Hoang Nguyen Vu, Deputy Director of the Public Administration Center of Thuy Xuan Ward, said that in the first two days of operating the two-level local government (LDG), the center welcomed nearly 100 people, including people visiting the new headquarters.
Deputy Secretary of the Party Committee, Chairman of the People's Committee of Thuy Xuan Ward, Mr. Dang Huu Hai informed: "Immediately after the new model was deployed, the ward quickly stabilized the apparatus, rearranged the reception points to best serve the people. In addition to the standing force, the ward increased the number of office staff and related units to avoid congestion of people's records. Each officer is assigned specific and clear tasks from the reception stage, guiding the declaration to digitizing records, especially supporting people when the records are under the authority of the superior agency".
Technically, the system has successfully integrated with the National Public Service Portal, ensuring that records are received and processed according to the correct procedures, and that people can easily look up the status of their records. The initial difficulties related to setting up the record process between the software have been overcome in advance.
The ward’s youth union has established a volunteer team to support people in completing administrative procedures and filling out electronic records. “We consider this an important transitional period, and initial difficulties are understandable. The most important thing is the spirit of service and proactively overcoming them to ensure people’s satisfaction,” Mr. Hai emphasized.
In Phu Xuan ward, the number of people coming to resolve administrative procedures was very large from early morning. Mr. Tran Van Hai (65 years old), who came to issue a land use right certificate, expressed his satisfaction: "The staff enthusiastically gave clear instructions. Hopefully this friendliness will be maintained in the future."

Meanwhile, in A Luoi 1 commune, the number of people coming to do administrative procedures in the first two days was still low, only 8 cases, mainly related to birth registration and marriage registration. Mr. Ho Van Thang, A Tia 1 village shared: "With the guidance of the staff, we completed the marriage registration procedure easily. We also received congratulations from the commune staff, very happy and warm."
Follow instructions and guidance
Mr. Nguyen Van Hai, Deputy Secretary of the Party Committee and Chairman of the People's Committee of A Luoi 1 Commune, said that the commune currently has 12,403 people, of which 90% are ethnic minorities. To ensure convenience for the people, in addition to the Public Service Center at the headquarters, the commune has arranged two additional administrative document reception points in the old Hong Thuy and old Son Thuy communes. At each point, staff are arranged to support people in carrying out procedures, with a system of machines and software synchronously connected to the city center to minimize people's travel.

However, Mr. Nguyen Van Hai also admitted that some officials are still not proficient with new technology. Therefore, the Department of Science and Technology is coordinating to provide additional training in operations and skills. At the same time, the commune also promotes the role of community digital technology teams in villages to train and guide people to proactively access and use digital technology effectively.
According to statistics from the City Public Security Center , in the first two days of operating the Public Security Center, as of 3:00 p.m. on July 2, 40 commune-level centers had received more than 846 records and processed 220 records. The unit receiving the most was Quang Dien commune with 103 records, Phu Xuan ward with 90 records, Thuan Hoa ward with 69 records, and Chan May-Lang Co commune with 51 records.
Currently, the entire technology infrastructure, from data centers, cloud computing systems, network lines to specialized equipment, has been fully invested in 41 PVHCC centers. in 40 wards, communes and cities.
Mr. Nguyen Ngoc Cuong, Deputy Chief of Office of the City People's Committee, Director of the Hue City Public Service Center, said: The entire technology infrastructure, from data centers, network lines to specialized equipment, has been fully invested to ensure operation.
Mr. Cuong also said that the city leaders continue to inspect the units to remove obstacles. Since June 30, 2025, the City People's Committee has established an online conference system connecting the City People's Committee, departments, branches and sectors with 40 commune-level Public Service Centers . This is to provide direct support, timely guidance and answer any problems arising during the operation of local centers.
