After more than 2 days of operation, the 2-level local government apparatus basically ensures smoothness, efficiency, effectiveness and efficiency. However, some initial difficulties have also been highlighted by localities.

For example, in Thuan An ward, after the merger of Phu Thuan and Phu Hai communes into Thuan An ward, the number of citizens coming to do administrative procedures increased. Meanwhile, the current PVHCC Center was used from a part of the old ward, so it was small, leading to overload at some times, unable to process quickly for the people. In addition, the transmission line to process procedures on the system was initially slow. This is also a factor that leads to some records being processed slower than required.

Returning to My Thuong Ward, Mr. Doan Van Sy, Chairman of the Ward People's Committee, informed that after more than 2 days of operation, the difficulty was in the legal factor when handling procedures for the people. Wards and communes have the authority to issue land use right certificates for the first time to the people. However, when merging old wards and communes into new wards, there are no specific regulations on the area level granted to the people (previously, the ward and commune levels had different regulations on area level). With these records, the ward is still accepting the records for now, but must wait for further instructions to handle them.

Focus on overcoming difficulties

After inspecting the actual operation of the two-level local government apparatus in My Thuong and Thuan An wards, Secretary of the City Party Committee Le Truong Luu highly appreciated the synchronous and responsible participation of the entire political system; Initially, the apparatus was operated smoothly, ensuring good service for the people and businesses.

According to Secretary of the City Party Committee Le Truong Luu, the inspection showed initial difficulties that need to be focused on overcoming. That is, the working headquarters is based on the use of facilities from old communes and wards, so the physical facilities are not guaranteed. In the coming time, there will continue to be investment in upgrading; the system of machinery and equipment is gathered from old communes and wards, so it will more or less affect the quality of work. The city will continue to invest in upgrading, ensuring smooth connections.

On the same morning, Secretary of the City Party Committee Le Truong Luu inspected the construction progress of the Thuan An seaport overpass. The Secretary of the City Party Committee acknowledged the spirit of working and urgent construction, ensuring the set progress. At the same time, he requested the investor and construction unit to speed up further, ensuring the bridge's technical traffic opening on the occasion of National Day (September 2), welcoming the 17th City Congress of Delegates, term 2025 - 2030.

The City Party Secretary also requested the new apparatus of Thuan An ward to quickly catch up with the work, closely coordinate with investors and contractors to promote site clearance and related work under their authority to ensure the project is put into use on schedule.
