Transformation from the groundswells
In Phong Dien town (old), after 5 years of synchronous and comprehensive implementation of the criteria for building new rural areas, 15/15 communes have met the standards, of which 2 communes have met the advanced standards. According to Mr. Hoang Van Thai, Vice Chairman of the People's Committee of Phong Dien town (old), now Secretary of the Party Committee of Phong Dinh ward, the biggest success is the consensus of the people, from donating land, contributing working days, materials, and money with a total value of up to 83 billion VND.
The emulation movement “Joining hands to build new rural areas” has been deployed simultaneously and widely to villages and hamlets, creating a strong driving force to promote local socio -economic development. Thanks to that, it has contributed to the completion of the transportation system, irrigation, schools, and cultural houses in communes, creating a foundation to promote comprehensive rural socio-economic development.
The One Commune One OCOP Product program in Hue has also left many impressions. By the end of 2024, the whole city had 107 OCOP products, including a national 5-star product, "Complete Spices for Hue Beef Noodle Soup" by YesHue, a product that carries the identity of the ancient capital and has the potential to reach international standards.
In addition, many rural startup models are contributing to enriching Hue's countryside, such as the Hichagol project of Hichagol Production, Trade and Service Company Limited with products processed from red artichokes; Moc An Green Agriculture Development Company Limited with cereal powder products from various seeds; Bao La Bamboo and Rattan Cooperative... These projects and models not only create sustainable livelihoods, but also contribute to building a brand of typical agricultural products associated with each region.
As of March 2025, the entire city had 78/78 communis meeting the NTM standards, reaching a rate of 100%. Of these, 12 communes met the advanced standards and 17 villages met the model standards, exceeding the set plan. The poverty rate in the entire city decreased from 4.93% in 2021 to 1.4% in 2024, expected to be below 1.2% by the end of 2025, completing the target one year ahead of schedule.
Not spread out, formal
In the period of 2026 - 2030, Hue city determines to continue to build rural areas in a modern, green, smart and sustainable direction. The set includes goals: Completing synchronous infrastructure, developing high-tech agriculture, building a model new-style rural commune, promoting digital transformation, and creating livable countryside.
At the conference to summarize the three national target programs on new rural construction, sustainable poverty reduction, socio-economic development in ethnic minority and mountainous areas for the period of 2021 - 2025 and proposals for the period of 2026 - 2030 recently organized by the People's Committee of Hue City, Member of the Standing Committee of the City Party Committee, Permanent Vice Chairman of the People's Committee of Hue City Nguyen Thanh Binh affirmed that the new rural construction program cannot be implemented in a scattered and formal manner but must aim for real effectiveness, taking people as the center and quality as the measure. The implementation needs to focus on key areas and contents; promote the role of the community as the subject; at the same time, ensure synchronous coordination between departments, branches and localities to optimize resources.
In the context of the city converting its government model to two levels, Permanent Vice Chairman of Hue City People's Committee Nguyen Thanh Binh requested that the presiding agencies proactively coordinate with the groundswells level to review and clearly decentralize tasks and powers, ensuring consistency and flexibility in direction and administration.
Mr. Binh also emphasized the importance of innovating the program implementation method, in which it is necessary to effectively integrate resources from the central, local, credit and socialized sources. Along with that, it is necessary to improve the effectiveness of community supervision, in order to increase transparency, responsibility and consensus from the groundswell.
"Building a new rural area is not only the task of the government at all levels, but also a movement of the entire people and the entire political system. When people are listening to and participating, the change will be truly sustainable and comprehensive," Mr. Nguyen Thanh Binh affirmed.
