Attending the meeting were Mr. Doan Thanh Son, Vice Chairman of the Provincial People's Committee; leaders of departments, branches and sectors; leaders of several communes and wards and representatives of investors implementing industrial park and industrial cluster projects in the province.
In the province, there is currently 1 industrial park (VSIP Lang Son Industrial Park, scale 599.76 ha) and 10 industrial clusters have been established with a total area of about 418 ha. Of which, local industrial cluster No. 2, Cao Loc district (old), area 8.5 hectares is in operation; 6 industrial clusters are in the process of implementing legal procedures to invest in technical infrastructure construction and 3 industrial clusters have started construction and are investing in technical infrastructure construction.
According to the report at the meeting, for the VSIP Lang Son industrial park project, up to now, the project has been leased land by the Provincial People's Committee for the second phase with a total area of 36,902 hectares. Up to now, the project has been allocated 97 hectares of land (reaching 48.5% of phase 1 and reaching 16.17% of the total project area).
Regarding site clearance, the project has completed 100% of the measurement and counting of phase 1; approved the compensation plan of 564.7 billion VND for 1,006 affected cases (equivalent to an area of 218.4 hectares). However, site clearance still many faces that affect the progress of phase 1.
Regarding the CCN projects in progress, to date, the Bac Son 2 CCN project has completed 9/9 related administrative procedures, site clearance has reached 100% and since the groundbreaking (December 19, 2024) to date, the progress has basically been on schedule. The remaining 8 CCN projects have had slow progress in implementing related tasks.
At the meeting, representatives of investors reported specifically on the results of project implementation; pointed out a number of difficulties and obstacles affecting the progress of implementation such as: site clearance, relocation of household, completion of administrative procedures related to planning, land... At the same time, representatives of investors recommended that the Provincial People's Committee continue to directly relevant departments, branches, People's Committees of communes and wards to support investors in carrying out legal procedures related to projects, speeding up site clearance progress...
Also at the meeting, leaders of departments, branches and leaders of People's Committees of communes and wards with industrial park and industrial cluster projects clarified a number of contents related to responsibilities and progress in resolving issues under their authority that investors were interested in and requested; proposed a number of solutions and plans to remove difficulties and obstacles, and speed up the construction progress of projects.
Speaking at the meeting, the Chairman of the Provincial People's Committee stated that industrial park and cluster projects play a very important role in promoting the province's economic development, therefore, focusing on removing difficulties and obstacles and speeding up the progress of project implementation is very necessary.
He requested: The Provincial People's Committee Office should review the assignment of leaders of departments and branches in charge of monitoring and supporting investors in implementing industrial park and cluster projects after reorganizing the government apparatus to make appropriate adjustments. Relevant departments and branches should focus on directing and resolving difficulties and problems for investors; Stimulating the People's Committees of communes, wards and investors to speed up project implementation; striving to save 50% of the time for handling administrative procedures. The Department of Agriculture and Environment should urgently complete the dossier for granting land use right certificates for eligible industrial park and cluster projects before July 15, 2025.
He also requested the People's Committees of communes and wards to actively study legal documents and planning-related issues, speed up site clearance progress, and request investors to follow legal procedures and speed up project construction progress.
For the VSIP Lang Son Industrial Park infrastructure investment and business project, the People's Committees of Tuan Son and Huu Lung communes urgently relocate out of the project area before August 15, 2025, and complete the relocation of graves in August 2025. The Department of Construction continues to coordinate to complete the adjustment of the 1/2000 planning and submit it to the Provincial People's Committee in July 2025. The investor speeds up the construction of technical infrastructure, ensure that in the fourth quarter, secondary investors will be attracted to operate.
For Bac Son 2 Industrial Park, the Department of Construction includes the People's Committee of Vu Le commune to adjust the detailed planning 1/500, guaranteed completion in July 2025; the Department of Agriculture and Environment coordinated with departments, branches and investors to review and reconsider the location of the project's wastewater treatment system.
For Dinh Lap Industrial Park, Dinh Lap Commune People's Committee urgently completes site clearance in July 2025; completes relocation of 110 kV line before August 15, 2025; investors urgently speed up site clearance and infrastructure investment.
For Hoa Son 1 Industrial Park, Tan Thanh Commune People's Committee focuses on implementing project site clearance, completion in August 2025; urgently arranging resettlement areas for people.
