- On July 8, Comrade Luong Trong Quynh, Vice Chairman of the Provincial People's Committee chaired a meeting to remove obstacles and promote site clearance for the Huu Nghi - Chi Lang border gate expressway project and the Dong Dang (Lang Son) - Tra Linh ( Cao Bang ) expressway; and reviewed the location of the intersection bridge between the Huu Nghi - Chi Lang border gate expressway project and the zoning plan of the Na Chuong - Binh Cam area.
According to the report of the project enterprises, as of July 7, 2025, the site clearance for the Huu Nghi - Chi Lang border gate expressway has reached 97.6%. Regarding the additional reclaimed area, 15.7/38.1 hectares, equivalent to 41.36% of the area, have been cleared.
Currently, the remaining problems in the Huu Nghi - Chi Lang border gate expressway project include: the main route has 13.51 hectares and the additional area of more than 22 hectares has not been cleared; 122 households have not yet moved their houses out of the project area; 40 technical infrastructure locations have not been moved; 8/44 dumping sites have not yet been cleared.
At the Dong Dang ( Lang Son ) - Tra Linh (Tra Linh) expressway project, the section passing through Lang Son province has handed over an area of 451.6/458.4 hectares, equivalent to 98% of the area. The remaining problems include: 6.81 hectares of the main route have not been handed over; 5 technical infrastructure locations have not been moved; 3 dumping sites have not been cleared.
At the meeting, the Department of Construction reported on the proposed plan to add an overpass location at Km 19+500 of the Huu Nghi - Chi Lang border gate expressway project, intersecting with the zoning plan of the Na Chuong - Binh Cam area.
Discussing at the meeting, representatives of project enterprises proposed that the Provincial People's Committee direct the Provincial Land Fund Development Center and communes and wards to urgently complete site clearance in July 2025. At the same time, the project enterprises proposed that the units assigned to build concentrated resettlement areas speed up construction and that communes and wards mobilize and persuade households to move their houses and hand over the site to investors to construct the items. In addition, investors also proposed that communes refund the funds that investors had advanced to pay affected households.
On the side of the People's Committees of communes and wards with projects passing through, the Provincial People's Committee requested the Provincial Land Fund Development Center to coordinate with the People's Committees of communes, wards and investors in reviewing the remaining area, resolving outstanding problems to speed up the site clearance progress in July 2025. At the same time, some communes also requested that during the construction of projects, there would be impacts on irrigation works, domestic water lines, rural traffic routes, and people's fields, which should be promptly resolved by the enterprise.
In his concluding remarks at the meeting, the Vice Chairman of the Provincial People's Committee requested: Communes and wards urgently complete the site clearance steering committee to unify leadership and direction, mobilize political systems to participate in the implementation of compensation and resettlement support for expressway projects and other projects. The Provincial Land Fund Development Center urgently completes its apparatus to carry out the project site clearance task.
Regarding the part of the project enterprise's funds that have been advanced to pay affected households to create construction sites, the Provincial People's Committee assigned the Provincial Land Fund Development Center to direct its branches to coordinate with investors to determine the value that has been implemented and refund it to the project enterprise. The Provincial Land Fund Development Center was assigned to coordinate with project enterprises to work with each commune to confirm the remaining area, clearly identify difficulties, and hand over documents so that the People's Committees of the communes can continue to carry out site clearance work. Regarding the progress of technical infrastructure relocation and handover of dumping sites, the Provincial Land Fund Development Center and the communes will complete it in July 2025.
Regarding the implementation of concentrated resettlement projects serving resettlement at the two expressway projects, the Provincial People's Committee assigned the Provincial Land Fund Development Center to be the investor of the projects.
Regarding the proposal to add an overpass location to the Huu Nghi - Chi Lang border gate expressway project at Km 19+500 intersecting with the zoning plan of the Na Chuong - Binh Cam area, the Vice Chairman of the Provincial People's Committee requested the Department of Construction to coordinate with the Provincial Construction Investment Project Management Board to study and propose another location to create new development space.
