- On the afternoon of July 8, in Hanoi, the Ministry of Public Security held an online conference to summarize the first amnesty period (on the occasion of April 30) in 2025 and implement the President's Decision on the second amnesty period (on the occasion of September 2) in 2025. The conference was connected online to 34 Public Security points in provinces and cities across the country.
Comrade Nguyen Hoa Binh , Politburo member, Permanent Deputy Prime Minister, Chairman of the Central Amnesty Advisory Council participated and directed the conference.
Attending the conference at the Lang Son provincial bridge point were comrade Duong Xuan Huyen, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; leaders of the Provincial People's Committee Office, the Provincial Fatherland Front Committee, the Provincial People's Procuracy, the Provincial People's Court, professional departments of the Provincial Police, and the police of communes and wards.
At the conference, delegates listened to a summary report on the first phase of amnesty work in 2025. evident, the Amnesty Advisory Council advised the President to decide on amnesty for more than 8,000 people, ensuring compliance with legal regulations, objectivity, publicity and transparency. The work of reintegrating the community for amnestied people was also implemented synchronously with the participation of all levels and sectors, contributing to maintaining security and order in localities.
Pursuant to Decision No. 1244/2025/QD-CTN dated July 3, 2025 of the President on amnesty in 2025 (phase 2), the Ministry of Public Security has issued a detailed plan, established a Steering Committee for amnesty and assigned specific tasks to units and localities.
In Lang Son province, immediately after receiving the first amnesty decision in 2025, the Provincial Police closely coordinated with relevant agencies to review and appraise records, and make a list of proposed amnesties, ensuring compliance with regulations, objectivity, and transparency. As a result, the President decided to grant amnesty to 23 prisoners serving their sentences at the Provincial Police Detention Center; the work of reintegrating the pardoned people into the community was focused on with the coordination of local authorities and functional forces, helping the pardoned people to soon stabilize their lives. Up to now, the Provincial Police continue to evaluate 32 prisoner files in the proposed amnesty to prepare for the second amnesty .
At the conference, delegates focused on discussing and evaluating the results, clarifying the causes of concerns and limitations in the implementation of the first amnesty ; Agreeing on the content that needs to be deployed and implemented so that the second amnesty ensures publicity, transparency, objectivity, democracy, and compliance with the law, creating public consensus.
Speaking at the conference, Deputy Prime Minister Nguyen Hoa Binh acknowledged the positive results of the first amnesty; at the same time, he requested ministries, branches and localities to seriously learn from experience to implement the second amnesty in a drastic, legal and targeted manner, creating consensus among the people, including the need to develop a systematic, strict and consistent implementation plan. The stages of preparing records and reviewing must be carried out very seriously and accurately, avoiding errors and negative. Propaganda work on amnesty policies must be strengthened, clearly demonstrate the humanity and leniency of the State towards those serving sentences with a progressive reform process; proactively combating and refuting distorted and incorrect arguments, taking advantage of amnesty to cause skepticism in society.
He noted that relevant localities, organizations and businesses need to have plans to receive, support, create jobs, access credit and stabilize the lives of pardoned people, so that they have conditions to reintegrate into the community and minimize the risk of recidivism.
