The two-level local government model is implemented synchronously according to the Law on Organization of Local Government (issued on June 16, 2025) and Resolution No. 1675/NQ-UBTVQH15 on the arrangement of commune-level administrative units. The expanding goal is to build communes and wards into model administrative units, meeting the requirements of infrastructure, effective management, social order, healthy living environment and modern public administration. Communes and wards will be "safe places to live - convenient places to work - beautiful places to come".
According to the directive, the Chairmen of the People's Committees of communes and wards must have a firm grasp of the area, handle situations right from the groundswell level, and effectively implement the motto "Firm grasp - Proactive - Resolve on the spot". Incidents that arise need to be detected early and handled thoroughly, not allowed to spread into hot spots. At the same time, the local authorities must maintain a regular meeting regime, closely connected with villages, residential groups, police forces and mass organizations.
The Directive particularly emphasizes the need to ensure security and order, to prevent social evils, noise pollution and hotspots of instability. Localities must proactively prevent and control crimes, traffic accidents, fires and explosions, and food safety; at the same time, promote the role of technology applications such as Hue-S to receive feedback from people quickly and effectively.
Building a civilized, green, clean and beautiful living environment is also one of the pillars. From street beautification, garbage classification, tree planting to launching cultural, sports and community activities movements - all aim to create a healthy living space, associated with Hue's identity. The image of Hue communes and wards is not only a place to live, but also a friendly, livable and unique destination.

Regarding administrative reform, communes and wards must complete the modern “one-stop” model, promote online public services, and reduce cumbersome procedures. People “come and get work – work and get work – work and get service”. Administrative databases need to be synchronized, digitized, and interconnected with specialized departments and offices, ensuring smooth and transparent operations.
In particular, Hue aims to form a service-oriented government with a team of friendly, responsible civil servants who do not violate administrative discipline. Communes and wards are required to increase dialogue with people and businesses, improve SIPAS and PAPI indicators, and create favorable conditions for local economic development, support business households and small businesses to develop products, brands, and connect to markets.
The Directive also sets out requirements for improving the qualityof education , community culture and ensuring social security. Each commune and ward must be a fulcrum for comprehensive development: from preserving traditional festivals, organizing cultural activities, educating the younger generation, to ensure welfare for the disadvantages and promoting the spirit of solidarity and sharing in the community.
Regarding infrastructure, the city requires synchronous investment in transportation, underground power lines, sidewalk renovation, and the construction of civilized urban areas and modern rural areas. The planning, connection, and operation of infrastructure must create momentum for socio-economic development and improve the quality of life of the people.
To implement effectively, localities need to develop specific action plans, assign clear responsibilities, evaluate results periodically and maintain the spirit of “every working day is a day of creation”. Each cadre is a soldier on the innovation front, contributing to building an honest, modern and service-oriented government.
The Department of Home Affairs is assigned to take the lead in developing a comprehensive set of commune and ward assessment indicators, monitor the implementation process and propose rewards for units that perform well. The city's departments and branches must actively coordinate to ensure the smooth operation of the two-level local government model - aiming to build Hue into a bright spot in urban governance innovation and sustainable development.
