At the 28th session - Special session, the People's Council of Hai Phong city, term XVI, 2021 - 2026, passed a Resolution to establish 4 Committees of the new Hai Phong City People's Council and establish 13 specialized agencies under the City People's Committee.

This is a historic meeting, marking an important milestone, opening a new chapter for the city's development in the two-level local government model. The meeting has completed the city's administrative apparatus, ensuring the two-level government operates smoothly to meet the needs of the people and businesses.

At the 28th session, delegates voted to approve the Resolution to establish 4 Committees of the new Hai Phong City People's Council, including: Legal Committee, Economic - Budget Committee, Cultural - Social Committee and Urban Committee. At the same time, they voted to establish the Office of the National Assembly Delegation and the City People's Council.

Delegates also approved the establishment of 13 specialized agencies under the City People's Committee, on the basis of merging specialized agencies under the People's Committee of Hai Phong City (old) and Hai Duong Province, including the City People's Committee Office, City Inspectorate and 11 departments.

The meeting announced the leaders of the Committees and Offices of the National Assembly Delegation and the City People's Council. The meeting announced the decision of the Chairman of the Hai Phong City People's Committee to appoint leaders of departments and branches.

On the afternoon of July 2, the Standing Committee of the Hai Phong City Party Committee held a conference to announce the Decision on reorganizing the apparatus of specialized agencies under the City People's Committee and personnel work.

Mr. Luong Van Viet, born in 1971, has worked in the education sector of Hai Duong province since 1990. He has held various positions. In January 2015, he was appointed Deputy Director of the Department of Education and Training of Hai Duong province; from May 2019 to April 2020, he was Director of the Department of Education and Training; from February 2020, he was a member of the Provincial Party Committee and Director of the Department of Education and Training; from May 2020 to June 2025, he was a member of the Provincial Party Committee, Secretary of the Party Committee, and Director of the Department of Education and Training of Hai Duong province.
