According to Clause 2, Article 8 of Decree No. 164/2025/ND-CP dated June 29, 2025 regulating electronic transactions in the field of social insurance and the National Database on insurance, an electronic social insurance book is a social insurance book created by the Ministry of Finance by electronic means.
According to regulations, social insurance books will be issued electronically, no later than January 1, 2026. Currently, in parallel with the process of focusing and concentrating efforts on implementing the work of arranging and streamlining the organizational apparatus with agencies and localities nationwide, Vietnam Social Security is also actively researching and building to complete the electronic version of social insurance books to seek direction from the Ministry of Finance for issuance, ensuring the time according to regulations.
The electronic social insurance book contains information and has the same legal value as the paper social insurance book. It is expected that the process of issuing and managing the electronic social insurance book will not change compared to the previous regulations. In case of detecting fraud or forgery, the social insurance agency will temporarily revoke the electronic social insurance book based on the database to ensure the rights and manage the social insurance participation information of employees accurately and transparently.
The deployment of electronic social insurance books aims to implement the Party and State's policies on administrative procedure reform, information technology application, promoting electronic transactions, expanding the provision of online public services at levels 3 and 4. At the same time, it improves the efficiency of social insurance management activities and creates convenience and increases satisfaction for people and businesses in the social insurance sector.
The Social Insurance Agency of Region I affirms that electronic social insurance books have many practical benefits. For social insurance participants, they can regularly monitor and promptly update the results of social insurance, unemployment insurance (UI), occupational accident and disease insurance (OAD) contributions anytime, anywhere and can use electronic social insurance books to carry out related administrative procedures in the electronic environment. On the other hand, employees save time because they do not have to go through procedures to reissue social insurance books if they are lost or damaged. At the same time, they do not have to preserve them like paper social insurance books and do not have to present paper social insurance books when making payment procedures for social insurance and unemployment insurance regimes.
For employers, it reduces the amount of work arising when performing administrative procedures related to issuing social insurance books to employees.
For social insurance agencies, electronic social insurance books provided on the VNEID and VssID applications help save costs in printing and issuing paper social insurance books and health insurance cards and reduce the number of human resources required to issue books and cards. In particular, it helps resolve the situation of buying, selling, pledging, transferring, and mortgaging social insurance books that affect the rights of employees.
In addition, when data is connected with the Employment Service Center, it will be possible to promptly detect and prevent the settlement of unemployment insurance benefits that are not in accordance with regulations. Storing data on the database also creates convenience, making it easier to look up, monitor, check, and reduce the space for storing records.
For the Employment Service Center, deploy electronic social insurance books on the VNEID and VssID applications, connecting data between the Employment Service Center and the Social Insurance agency to allow participants to submit applications online without having to go directly to the Center, reducing the burden on the Employment Service Centers and creating convenience for participants.
