This is a meaningful activity on the occasion of Vietnam Health Insurance Day, July 1, providing a lot of practical information to each citizen. The program takes place with three contents, including: Launching an online contest to learn about social insurance and health insurance policies in 2025, discussing the revised Law on Health Insurance in 2024, giving social insurance books and health insurance cards to people in difficult circumstances.
Speaking at the program, Deputy Director of Vietnam Social Security Dao Viet Anh said: The Prime Minister issued Decision No. 823/QD-TTg dated June 16, 2009, deciding that July 1 of each year is Vietnam Health Insurance Day.
Over the past years, the entire Vietnam Social Insurance sector has always fulfilled the targets and tasks assigned by the Party, the National Assembly , and the Government. In 2024, the number of social insurance participants will be over 20.1 million, an increase of 9.45% compared to 2023, reaching a rate of 42.71% compared to the working-age workforce.
The number of people participating in voluntary social insurance is over 2.3 million, an increase of 20.5% compared to 2023, reaching 4.9% of the working-age workforce. The number of people participating in health insurance is 95.56 million, reaching 94.29% of the population participating in health insurance. Of which, the number of people participating in self-paid health insurance is 48.2 million, accounting for 47.6% of the population.
In 2024, Vietnam Social Security has paid hundreds of thousands of billions of VND accurately, completely, promptly and conveniently to over 3.4 million people receiving monthly pension and social insurance benefits, over 10 million people receiving other social insurance benefits and over 180 million people receiving health insurance examination and treatment. In many cases, the Health Insurance Fund paid billions of VND.
The health insurance policy has contributed to improving access to health services, especially for the poor, people with chronic diseases, and serious illnesses; the health insurance card has become a "lifesaver" to help patients overcome difficulties. In the first 6 months of 2025 alone, there were over 95.59 million people receiving health insurance treatment with the total health insurance examination and treatment expenditure of over 76.1 trillion VND.
Hanoi City is always the leading unit in developing participants and ensuring good policies, regimes and benefits for participants of social insurance and health insurance.
In order for the social insurance and health insurance policies to truly enter life, spreading the superiority and humanistic meaning of the social insurance and health insurance policies, within the framework of the program, the Organizing Committee has launched Online contest "Learn about social insurance and health insurance policies in 2025" The contest will officially take place, starting from 9:00 a.m. on July 2 to 9:00 a.m. on July 13, 2025.
At the program, managers and experts, including Deputy Director of Social Insurance Region I Nguyen Thi Tam, Deputy Director in charge of Hanoi Department of Health Nguyen Dinh Hung, Deputy Director of Xanh Pon General Hospital Tran Lien Huong participated in the discussion, focusing on communicating, consulting and answering questions about the new contents of the Law on Social Insurance and the revised Law on Health Insurance in 2024 such as: Expanding benefits for voluntary social insurance participants, expanding benefits for health insurance participants, reducing the condition on the minimum number of years of social insurance payment from 20 years to 15 years to increase the opportunity to enjoy monthly pension and health insurance benefits....
Thereby, helping people understand more about the policy, increasingly trust the social insurance and health insurance policies that are always for the benefit and rights of workers. Through the content of the discussion, the program has contributed to increasing the provision of information so that people can understand more deeply, when implementing the two-level local government model and the Vietnam Social Insurance system under the Ministry of Finance, the service to the people will be better and better, the rights of social insurance and health insurance participants are always guaranteed with the simplest and most timely procedures.

Many opinions shared at the program agreed that it is necessary to continue to strengthen the application of information technology, digital transformation, and reform administrative procedures to serve social insurance and health insurance participants fully, promptly, and accurately. At the same time, it is necessary to proactively coordinate closely between the social insurance system and the health sector in improving the quality of medical examination and treatment, ensuring the best interests of health insurance participants; considering this an important "pillar" to move towards universal health insurance in the capital.
Within the framework of the program, the Organizing Committee presented social insurance books and health insurance cards to people in difficult circumstances , and rewarded groups and individuals outside the industry with outstanding achievements in collecting and developing participants .
