Bach Mai Hospital is one of the three special-class hospitals located in the capital, the largest general hospital in the country, with a team of highly qualified, experienced and dedicated doctors and nurses. With its reputation and quality of medical examination and treatment, the number of patients coming here every day is very large. The hospital not only provides medical examination and treatment for the people of the capital but also for seriously ill patients transferred from other provinces and cities. In 2024, the amount of health insurance fund paid for patients treated at the hospital is 3.4 trillion VND - the medical facility with the largest health insurance expenditure in the country.
Director of Bach Mai Hospital Dao Xuan Co emphasized: Bach Mai Hospital is a final-line hospital, where the most seriously ill patients, those who are difficult to diagnose and treat, from provinces, cities, and remote areas come for medical examination and treatment. Over 95% of patients who come for medical examination and treatment at the hospital have health insurance cards. However, there are also some patients who have not participated due to difficult economic circumstances; when admitted to the hospital, the cost of treatment is very high.
In the past time, the hospital has received close coordination from Vietnam Social Security, Social Security Region I in ensuring health insurance benefits for patients, and has also received support from benefactors who donated money and goods to poor patients. The initiative to help patients in difficult circumstances through giving health insurance cards by Ha Dong Electricity Company is a very practical work, helping patients and their families have more motivation to overcome difficulties and illnesses.
“Towards the goal of free hospitalisation for people as set by the Party and Government , I hope that people across the country and from all walks of life will participate in health insurance. To achieve this result, we need the efforts and cooperation of people, businesses and philanthropists,” Mr. Dao Xuan Co affirmed.
As the sponsor of the health insurance card purchase for patients, Mr. Do Quang Binh - Deputy Director of Hoai Duc Electricity Company expressed his hope that the small gift from the company's employees' contribution will help patients in difficult circumstances reduce costs and feel secure in their treatment.
Ensuring access to health care services for all
Speaking at the program of presenting health insurance cards to patients in difficult circumstances, Deputy Director of Social Insurance Region I Nguyen Thi Tam said that Social Insurance Region I (formerly Hanoi Social Insurance) is the agency assigned to implement social insurance and health insurance policies in the capital. With the goal of striving for universal health insurance, all people are provided with health care, in 30 years of construction and development, Social Insurance Region I has always strived to expand health insurance coverage. To date, in the city, there have been over 8.1 million people participating in health insurance, with the health insurance coverage rate reaching 95.43% of the population.
As the agency assigned to manage medical examination and treatment costs, the Social Insurance of Region I coordinates with the Department of Health and health insurance facilities to make payments and advance payments for health insurance medical examination and treatment costs according to regulations; coordinates to promptly resolve problems in implementing health insurance policies, ensuring benefits for millions of health insurance patients each year.
In 2024, the whole city of Hanoi will have 13,287,674 health insurance visits (11,035,925 outpatient visits, 2,251,749 inpatient visits), the cost of health insurance visits is 25,751,959 million VND. The health insurance fund has paid for 3 cases with a cost of over 3 billion VND each, paid for 1 case with a cost of 3.7 billion VND, and 55 cases have been paid a cost of over 1 billion VND.
For households in difficult circumstances who cannot afford to participate in health insurance, the Social Insurance of Region I has coordinated with local authorities to call on organizations and benefactors to support the cost of buying health insurance cards for people. Along with that, the City People's Committee advised the City People's Council to issue resolutions to support additional social insurance and health insurance contributions for participants beyond the support level of the Central Government.
In 2024, Social Insurance Region I presented 1,068 health insurance cards to people in difficult circumstances. In the first 6 months of 2025, Social Insurance Region I coordinated with agencies, units, associations and unions to present 329 health insurance cards to people in difficult circumstances.
On this occasion, Deputy Director of Social Insurance Region I Nguyen Thi Tam also sent her thanks to the Board of Directors and the entire team of doctors, nurses and medical staff of Bach Mai Hospital - who have coordinated with the Social Insurance agency to ensure the health insurance benefits for people, especially in the communication work on the benefits and humanity of the health insurance card. It is the dedicated care and treatment of patients by the hospital's doctors that has helped people trust in participating in health insurance, thereby increasing the number of people participating in health insurance, helping Hanoi city become the locality with the highest health insurance participation rate in the country.
At the same time, Deputy Director Nguyen Thi Tam also thanked Hoai Duc Electricity Company for supporting the funding to give 5 health insurance cards to patients in difficult circumstances. "This is an extremely practical gift, with great meaning to the patients and their families" - Deputy Director Nguyen Thi Tam said.
