Affirming the core role in digital infrastructure development
Speaking at the opening of the Congress, Comrade To Thi Thu Huong, Secretary of the Party Cell, Director of the National Center for Electronic Authentication, emphasized that the 3rd Party Cell Congress is a particularly important political event, an opportunity for the Party Cell to comprehensively review the results of implementing the tasks of the 2020 - 2025 term, and at the same time determine the goals, directions and solutions for the 2025 - 2030 period. Thereby, affirming the role of the political nucleus in leading, orienting expertise, law and international integration of the Center in the field of electronic authentication - one of the key elements of national digital transformation.
The report at the Congress said that during the last term, the Party Cell closely directed the work of advising, drafting and submitting for timely promulgation important legal documents such as the Law on Electronic Transactions 2023 and decrees and circulars guiding its implementation. In addition, the work of developing the Party was also focused on with 15 people being sent to attend a training course on Party awareness, admitting 5 Party members and officially transferring 2 probationary Party members. The Center also always pays attention to taking care of the material and spiritual life of cadres and Party members, ensuring a modern working environment, stable welfare, and improved income.
Along with that, international cooperation activities continue to be prioritized and promoted. The Center has established relationships with many prestigious international partners and organizations in the fields of electronic authentication, digital signatures, and trusted services. In particular, since October 2023, the Center has officially joined and played an active role in the Asian Public Key Infrastructure Consortium (APKIC), affirming Vietnam's prestige and position in the international arena.
The Party Cell has led the unit to successfully complete its political tasks: Maintaining the operation of the national RootCA system according to international auditing standards; Completing the integration of the eSign public digital signature authentication service connection portal with: 63/63 provincial-level administrative procedure settlement information systems, 18/18 ministerial-level administrative procedure settlement information systems and the National Public Service Portal; Proposing, developing and submitting for promulgation fundamental legal documents for the field of trusted services, especially the Law on Electronic Transactions in 2023; Developing and submitting to the Prime Minister for promulgation the National Strategy on application and development of blockchain technology until 2025, with a vision to 2030; Expanding and strengthening international cooperation activities in depth and substance, successfully hosting the Annual Conference and Forum on Public Key Infrastructure (PKI) Asia (APKIC 2024) in Vietnam... The above results not only contribute to establishing a reliable digital infrastructure but also enhance the prestige and position of Vietnam in the global electronic authentication network.

Goal by 2030: Digital signature for 70% of the population, affirming Vietnam's digital position
The 3rd Congress of the National Electronic Authentication Center clearly defined the direction and goals for the 2025 - 2030 term in key aspects.
Regarding politics and ideology: The Party Cell continues to maintain its role as the political core, striving for 100% of Party members to fully study the resolution; no Party members violate.
Regarding professional expertise: The Party Cell aims to popularize digital signatures to ≥70% of the adult population by 2030; at the same time, maintain a safe, stable, and internationally standardized national authentication system.
Regarding international cooperation: Orientation to expand and enhance the effectiveness of international cooperation activities on both bilateral and multilateral levels, research the possibility of participating in root certification programs of large organizations such as: Microsoft, Adobe, Apple, Mozilla... towards the goal of bringing digital certificates of trusted organizations (root CA and sub CA of Vietnam) to be recognized globally.
Regarding organizational structure: The Party Cell continues to improve, aiming to meet the conditions to develop into a Party Committee; effectively operate 2 branches in Ho Chi Minh City and Da Nang.
Regarding personnel work: Set a target of 100% of party members completing their tasks well; of which 20% complete them excellently; develop 5-8 new party members during the term.
With a sense of responsibility, solidarity and democracy, the Congress elected the Party Cell Executive Committee for the 2025 - 2030 term, including: Comrade To Thi Thu Huong - Party Cell Secretary, Comrade Dinh Quang Trung - Deputy Party Cell Secretary, Comrade Dang Dinh Truong - Party Cell Executive Committee Member. These are all cadres with solid political qualities, good professional capacity, and high prestige among the entire team of Party members, civil servants and employees of the Center; continuing to lead the Party Cell to successfully complete its tasks in the coming period.
The Party Committee of the National Electronic Authentication Center for the 2025 - 2030 term was introduced to the Congress.
In her closing speech at the Congress, Comrade To Thi Thu Huong affirmed that the Congress was a great success, promoting the spirit of intelligence, solidarity, democracy and innovation. The new term Party Committee will concretize the Congress Resolution with a practical action program, promote the role of the political nucleus, lead the unit to excellently complete all tasks, contributing to promoting the development of national digital infrastructure in a sustainable and effective manner.
