Attending the seminar were comrades: Vo Van Dung - Member of the Provincial Party Executive Committee, Deputy Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department; Nguyen Duc Thanh - Permanent Vice Chairman of the Vietnam Fatherland Front Committee of Nghe An province; Nguyen Huu Le - Deputy Director of the Department of Health; Vi Ngoc Quynh - Deputy Director of the Department of Home Affairs; Hoang Van Minh - Director of Social Insurance Region VII; representatives of Nghe An Provincial Electronic Information Portal, leaders of the Propaganda and Mass Mobilization Department of the District Party Committee and the City Party Committee, medical examination and treatment facilities of Health Insurance, and a number of labor-using units in Vinh city and Hung Nguyen district.
At the seminar, Comrade Hoang Van Minh - Party Secretary, Director of Social Insurance Region VII reviewed the development of health insurance policy and aimed at the goal of universal health insurance coverage. Accordingly, the health insurance policy was officially implemented in 1992, according to Decree No. 299, dated August 15, 1992 of the Council of Ministers. After 2 years of implementing the decree, the health insurance organization system from the central to local levels was formed under the management of Vietnam Health Insurance, under the Ministry of Health .
In 2002, the Government issued Decision 20/2002/QD-TTg transferring Vietnam Health Insurance to Vietnam Social Insurance. From then on, two important social security policies, social insurance and health insurance, were implemented uniformly from the central to local levels, following the model of a national fund.
On November 14, 2008, the National Assembly passed the Law on Health Insurance, effective from July 1, 2009. The Law on Health Insurance marks an important step forward in the legal system on health insurance, towards implementing universal health insurance, creating favorable conditions for implementing the policy of socialization of the work of protecting, caring for, and improving people's health.
Next, the Prime Minister decided to choose July 1 every year as Vietnam Health Insurance Day, which is the time when the Law on Health Insurance took effect since 2009. Choosing July 1 as Vietnam Health Insurance Day contributes to promoting the Law on Health Insurance, helping people understand more about the practical benefits of health insurance, the humane meaning of participating in health insurance for the community, and understanding more about the roadmap for universal health insurance; motivating and raising awareness and responsibility of those working in health insurance and officials and employees in the health sector.
According to comrade Hoang Van Minh: In recent years, with the attention and direction of the Provincial Party Committee, the People's Council, the People's Committee of Nghe An province, the synchronous and substantial coordination of departments, branches and sectors, and especially the close involvement of local Party committees and authorities, health insurance work has achieved more and more encouraging results. The rate of universal health insurance coverage in the province has increased rapidly over the years, the quality of medical examination and treatment under health insurance has been improved and enhanced.
As of June 2025, the whole province had 3,116,167 people participating in social insurance, health insurance, and unemployment insurance. Of which, the number of people participating in social insurance was 458,917 people, reaching 26.1% of the working-age population participating in social insurance. The number of people participating in health insurance was 2,970,132 people, reaching a health insurance coverage rate of 94.4%.
In the first 6 months of 2025, Social Insurance Region VII has resolved 82,057 people receiving social insurance benefits; paid for 2,878,716 health insurance examinations and treatments. Social insurance and health insurance policies have truly become a solid support for people in the province.
Within the framework of the discussion, representatives of Social Insurance Region VII and delegates discussed, disseminated and clarified the new points of the Social Insurance Law 2024 which will take effect from July 1, 2025. Specifically, from July 1, 2025, the Social Insurance Law No. 41/2024/QH15 of 2024 and the Health Insurance Law No. 51/2024/QH15 amending and supplementing a number of articles of the Health Insurance Law will officially take effect. The Social Insurance Law 2024 and the amended and supplemented Health Insurance Law this time have many important and practical changes, demonstrating the State's efforts in perfecting the social insurance and health insurance policy system, towards the goal of social insurance and health insurance for all people.
Also at the seminar, Social Insurance Region VII organized the reception of funding to support the Program "Giving health insurance cards - Sowing kindness, spreading love" from 15 units and philanthropists./.
