From July 1, the amended Law on Social Insurance 2024 (Law on Social Insurance 2024) and the Law amending and supplementing a number of articles of the Law on Health Insurance 2024 (Law on Health Insurance 2024) officially took effect with many important changes. Social Insurance of Region XXVII has implemented many programs and plans to bring the law into life, ensuring maximum benefits for participants.

Many new social security policies

The 2024 amended Law on Health Insurance expands some cases where health insurance participants are entitled to 100% of medical examination and treatment costs. Accordingly, health insurance participants are entitled to 100% when receiving medical examination and treatment at primary health insurance facilities nationwide. Participants are also entitled to 100% when receiving inpatient medical examination and treatment at basic health insurance facilities nationwide; and are entitled to 100% of medical examination and treatment costs at any basic or specialized health insurance facility before January 1, 2025 that has been identified as district level.

In addition, ethnic minorities and poor households living in areas with difficult socio -economic conditions, areas with especially difficult socio-economic conditions, and people living in island communes will have their inpatient medical examination and treatment costs at specialized medical facilities covered by the Health Insurance Fund. People with rare diseases, serious diseases, diseases requiring surgery, and diseases requiring high technology will have their medical examination and treatment costs paid by the Health Insurance Fund at a percentage of the prescribed benefit level, allowing access to specialized medical facilities. At the same time, the law expands the scope of benefits for people with health insurance cards, including treatment of strabismus and refractive errors for people under 18 years old.

One of the breakthroughs of the 2024 Social Insurance Law is the addition of 6 groups of subjects required to participate in social insurance. Specifically: part-time workers with a monthly salary equal to or higher than the minimum wage used to pay social insurance; people working under contracts not named "labor contracts", but having elements of paid employment, wages and being managed and supervised by one party; non-professional workers in villages and residential groups; business owners with business registration according to Government regulations; business managers, controllers, representatives of state capital or enterprises, and management positions in cooperatives and cooperative unions that do not receive salaries; and regular militia forces.

An important new point of the Social Insurance Law 2024 is the establishment of a social pension regime - a monthly amount paid by the budget to the elderly without a pension. Specifically, citizens aged 75 and over who do not receive a pension or monthly social insurance allowance will receive this allowance. In particular, citizens aged 70 to under 75 who are poor or near-poor households will also be considered for the allowance. In case the beneficiary passes away, relatives will be supported with funeral expenses. This regime inherits the previous elderly allowance policy but reduces the age of beneficiaries, thereby expanding the coverage of the social security system. Beneficiaries are also granted free health insurance cards, helping them receive regular and timely medical care.

Along with the policy for the elderly, the Social Insurance Law 2024 also adds a monthly subsidy regime for employees who are of retirement age but have not paid social insurance for 15 years. This subsidy level is at least equal to the social pension level and is deducted from the employee's social insurance fund. During the period of receiving the subsidy, employees continue to receive health insurance from the State, helping them maintain health insurance to treat illnesses when they are old.

Proactively bring the law into life

According to the Social Insurance of Region XXVII (including Ho Chi Minh City, Binh Duong and Ba Ria - Vung Tau provinces), the Social Insurance Law 2024 with many new groups of contents, increases the rights of employees to receive benefits, clearly states the responsibilities of employers participating in social insurance for employees, ensuring consistency and unity in the legal system. The Law is expected to fundamentally resolve practical shortcomings, attract and expand the number of social insurance participants and retain employees in the social insurance system.

Expanding the scope of compulsory social insurance participation is an important step to materialize the viewpoint of reforming social security towards greater equality, sustainability and inclusiveness. This is not only a solution to increase the proportion of workers protected by the social insurance system, but also creates conditions for them to fully enjoy their rights when facing risks at work and in life.

In recent times, the Social Insurance Agency of Region XXVII has organized many events and activities to disseminate the Law on Social Insurance 2024 and the amended and supplemented Law on Health Insurance to a wide range of people and workers in the city. Recently, the Social Insurance Agency of Region XXVII has proactively coordinated with the Department of Home Affairs of Ho Chi Minh City to organize many activities to disseminate, dialogue, and directly support the business community in the area. The Social Insurance Agency and the Department of Home Affairs of Ho Chi Minh City have disseminated new points in the Law on Social Insurance 2024; contents to note in the collection of social insurance, health insurance, unemployment insurance, issuance of social insurance books, health insurance cards to businesses, new points in the collection and development of participants according to the provisions of the Law on Social Insurance 2024; information on voluntary social insurance and family health insurance policies to guide employees to continue participating in voluntary social insurance and family health insurance if they quit their jobs; points to note in resolving social insurance and unemployment insurance regimes for employees at businesses...

To ensure the rights of participants when receiving medical examination and treatment, the Social Insurance Agency of Region XXVII has synchronously deployed many solutions such as strengthening communication on multiple platforms from the official website, fanpage, Zalo to coordinating with mass organizations and localities to spread information. At the same time, organizing an online contest on the new Law on Health Insurance, creating a playground for officials and employees to learn about the policy. The Social Insurance Agency organizes in-depth training for Social Insurance officials and closely coordinates with the Department of Health to guide medical examination and treatment facilities to standardize the process of receiving, paying and serving patients according to the new law. On the other hand, strengthening training, in-depth guidance, and training specifically for Health Insurance officials, medical staff and hospital leaders, helping to grasp the new points of the law and implementation process. Social Insurance Agency of Region XXVII is coordinating to upgrade the appraisal system, ensuring smooth data connection with medical facilities; deploying electronic Health Insurance cards via CCCD, VssID/VNeID; Set up online and direct technical support channels (hotline, email, Zalo...) to handle problems promptly.
