Voting results show that the City People's Council delegates are highly unanimous in passing the resolutions.

Focus on key projects

At the meeting, the Hue City People's Committee submitted a proposal to the City People's Council to consider and decide on adjusting the medium-term public investment plan for the 2021-2025 period, along with the 2025 capital plan from the local budget. The total adjusted value is up to more than 113 billion VND, notably an additional 60 billion VND to implement resettlement and build cemeteries to serve the site clearance for the North-South high-speed railway project.

According to the report of the Hue City People's Committee, after nearly 5 years of implementing the medium-term public investment plan, a number of projects have been completed or no longer need capital due to slow progress. The city proposed to reduce more than 65 billion VND from slow-moving projects, and at the same time transfer more than 59 billion VND from land use revenue to urgent projects, such as natural disaster prevention, population stabilization and urban infrastructure improvement.

In the 2025 capital plan, Hue City plans to adjust 48 billion VND to focus on projects that can be implemented within the year, prioritizing essential infrastructure projects such as Tam Giang Lagoon Bridge, Thieu Hoa Dike System, and the resettlement area north of Huong So...

In particular, to ensure the progress of the North-South high-speed railway project passing through the area, Hue City proposed to add 60 billion VND to invest in 4 projects to build resettlement areas and cemeteries, serving the site clearance work. This is an urgent requirement to ensure the project starts in accordance with the Government 's direction before August 19, 2025.

The City People's Committee affirmed that this adjustment does not change the total medium-term investment approved by the People's Council, but is a flexible coordination to improve disbursement efficiency and focus on key tasks.

The relevant reports on adjusting the public investment plan of the City People's Committee were highly unanimous in the Economic - Budget Committee of the City People's Council; at the same time, the City People's Council delegates also voted to approve them.

Amending the land resolution to suit 2-level local government

After Hue officially became a centrally-governed city, operating under a two-level local government model, the Hue City People's Committee submitted to the City People's Council for consideration and approval a resolution to amend and supplement a number of regulations on land management.

The adjustment aims to update the new organizational model, the revised content focuses on resolutions issued in the context of the previous district-level organization.

The adjustments mainly involve changing and removing inappropriate phrases and terms and transferring authority from the district level to the commune level, such as: Issuing red books, managing agricultural and forestry land, supporting residential land for ethnic minorities...

The City People's Committee affirmed that the revised resolution not only meets legal requirements in urban government operations, but also contributes to creating a clear and smooth legal corridor in land management, a key area in urban development and stabilizing the lives of Hue people in the new period.

Also within the framework of the meeting, the People's Committee of Hue City presented a draft resolution regulating the content and expenditure levels for implementing the project "Building a learning society in the period of 2021 - 2030" in the locality.

This is considered a step to concretize central policies, create a legal basis and mobilize resources suitable to the city's conditions.

The draft resolution submitted by the City People's Committee consists of 5 articles, specifically stipulating many expenditure contents, including: Expenses for propaganda and organization of Lifelong Learning Week; expenses for preliminary and final reviews of learning models; expenses for training and fostering cadres and teachers of community learning centers; expenses for eliminating illiteracy and universalizing education (support for school supplies, teacher remuneration, shared documents, etc.); expenses for testing, evaluating, and investigating learning needs; expenses for rewarding collectives and individuals with achievements.

All expenditure levels are built on the basis of Circular 17/2022 of the Ministry of Finance, in accordance with the local budget balancing capacity. The funding source for project implementation is mainly from the education budget and other legal sources.

The draft resolution has also been reviewed, discussed and approved by the City People's Council.
