Approval of construction planning project of Moc Bai Border Gate Economic Zone

The planning project for the construction of Moc Bai Border Gate Economic Zone (KKTCK) by 2045 with a total area of about 21,284 hectares has just been approved by the Prime Minister, opening a new era for the economic development of Tay Ninh province and the entire Southeast region. This planning not only shapes Moc Bai into an international trading center but also a potential economic growth pole, ready to compete regionally and internationally.

Strategic vision

According to the approved planning, Moc Bai Economic Zone will include the entire administrative boundaries of Ben Cau town and Long Thuan, Tien Thuan, Loi Thuan, An Thanh communes (belonging to the old Ben Cau district), along with Phuoc Chi and Phuoc Binh communes (belonging to the old Trang Bang town). The key goal is to turn this area into: a new dynamic region and a highly competitive economic growth pole.

This will be an important trade hub between Vietnam and Cambodia and the ASEAN region, especially the gateway for the Southeast region and the Southern Key Economic Zone; a border gate service center, an international container transit port and modern logistics services; a leading financial, commercial and land border service center in the region. The planning also emphasizes the development of the Economic Zone in the direction of industry - urban with a synchronous and modern infrastructure system.

In particular, priority will be given to high-tech and green industries, along with the construction of green, clean, smart urban areas with their own identity but still integrated internationally. This development will always be closely linked to ensuring national defense, security, and social order and safety in border areas.

5 key development areas

Moc Bai Economic Zone is oriented to develop in 5 main areas: Border areas and border gates: Including Moc Bai International Border Gate and the secondary border gates of Cay Me, Long Thuan, Phuoc Chi, focusing on the functions of controlling entry and exit, administration and border trade services. Priority areas for industrial and warehouse development: Industrial parks and concentrated warehouses will be formed along National Highway 14C and connected to border gates to optimize trade advantages.

Priority areas for urban - service development: Developing urban, industrial - urban - service and logistics areas in Ben Cau, Loi Thuan, An Thanh, Phuoc Binh, Phuoc Chi, creating modern living and working centers. Priority areas for tourism service development: Maximizing the potential of the ecological landscape of the Vam Co Dong River in Loi Thuan, Phuoc Chi to develop unique tourist clusters, combined with preserving historical relics.

Existing agricultural and rural residential areas: Continue to maintain and upgrade agricultural production areas and rural residential areas, while strictly controlling expansion to ensure efficient land use.

Architectural Highlights

The Moc Bai International Border Gate area covers an area of approximately 438.7 hectares, while the secondary border gates such as Cay Me, Long Thuan, and Phuoc Chi are also of considerable size (50-100 hectares each), with all essential functions. The duty-free zone is expected to cover an area of 220-250 hectares, which will be a major driving force for trade.

The logistics area and dry port in Loi Thuan (180-190ha) and the expansion of the existing dry port (27ha) will facilitate the transportation of goods, connecting directly with the Ho Chi Minh City - Moc Bai expressway and the Moc Bai railway station in the future.

The industrial parks have a total scale of 2,900-3,200 hectares, with diverse types from supporting industry to high technology, closely linked to the border gate space to promote import and export advantages.

Industrial - urban - service park with a total area of 850-900ha, forming new urban areas with synchronous investment, providing utility services and social housing for workers.

The urban residential development area is planned to be expanded and renovated with a total expected population of more than 300,000 people in key areas, prioritizing the development of social housing and diversifying housing types.

The total scale of the tourist service areas is 600-650ha, focusing on exploiting the landscape of the Vam Co Dong River, developing eco-tourism combined with preserving historical and revolutionary relics and culture such as Binh Thanh ancient tower and Loi Thuan tunnel.

Regarding social infrastructure, the planning also focuses on upgrading the administrative center of the Economic Zone, building a new modern medical center (aiming at international services) and developing a large-scale cultural, physical education and sports center.

The green park system is arranged in a dispersed manner, with a total scale of 60-65 hectares, connecting with the Vam Co Dong River and main canals and ditches, creating a continuous network of green trees and water surfaces, ensuring a sustainable environment.

The orientation of landscape architecture space is towards a modern, multi-functional economic zone, maximizing the advantages of national transport infrastructure. The main spatial routes, including the East-West and North-South axes (such as the border patrol road, National Highway 14C, and the Vam Co Dong River), will play an important role in shaping the structure and creating highlights.

The gateway areas and key projects will be designed to be national symbols, combining squares and open spaces, using green, energy-saving architecture. The management of building height and density will strictly comply with national technical regulations and regulations on national defense and border security.

The approval of this planning project is a big step forward, promising to turn Moc Bai Economic Zone into a bright spot on Vietnam's socio-economic map, contributing to the overall development of the Southeast region and strengthening international cooperation./.
